Purpose of the Position
This is a Generic Vacancy Announcement for various posts in the Middle East & North Africa (MENA) Region.
The WASH Specialist is accountable for the formulation, design, planning, implementation, monitoring and evaluation of the WASH (water, sanitation and hygiene) programme to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives. As head of section, the WASH Specialist directs, leads and manages a group of professional and support staff in the development, management and administration of the sectoral or inter-sectoral project/programme.
Key Expected Results
- Provide timely sectoral analysis, input, support and collaboration to the Situation Analysis and prepare its periodic update for effective programme planning, development and management.
- Promote knowledge management effectively through the production of key WASH sectoral programme documents and reports; and sharing good practices, lessons learned, knowledge and information.
- Enhance the quality of rights-based WASH programmes and ensure coherence, synergy and value added to the programme management process through results-based management.
- Support the identification of gender inequalities and implement programmes to eliminate them.
- Formulate, implement and monitor sectoral work plan and activities ensuring alignment with defined programme strategies and approaches, and maintaining a focus on gender/sex disaggregation of relevant indicators.
- Carry out programme delivery, evaluation and reporting efficiently, rigorously and transparently in compliance with established guidelines and procedures.
- Promote UNICEF’s global goals through advocacy and policy dialogue in the WASH sector.
- Ensure proper and timely UNICEF and government accountability regarding supply, non-supply and emergency assistance, as well as disbursement of programme funds for the WASH sector.
- Achieve effective communication and networking through partnership and collaboration, including assistance to sectoral leadership of the IASC WASH Cluster.
Qualifications of Successful Candidate
Education
- Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
- Additional training in Health Education or Communication for Development (Programme Communication), an asset.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Minimum of eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector.
- Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.
- International Work experience / Developing Country Experience required, preferably in the Middle East & North Africa Region
Language Proficiency
- Fluency in English required, and good knowledge of Arabic highly desirable.
