Tetra Tech ARD (http:www.tetratechintdev.com), a leading US-based international development consulting firm, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a Communications Manager position on a USAID-funded, Capacity Building for Responsible Minerals Trade (CBRMT) project in the Democratic Republic of Congo.
The CBRMT project goal is to strengthen the capacity of the Democratic Republic of the Congo (DRC) and regional institutions to transparently regulate and control a critical mass of the trade in strategic minerals in eastern DRC in order to transform the region’s mineral wealth into economic growth and development. Public information dissemination through traditional and social media outlets is critical in the establishment of a responsible minerals trade in the region.
The Communications Manager will be responsible for the development, management, and continuous improvement of the public outreach and communications functions of the CBRMT project. The Communications Manager will provide technical advice and support to ensure that communications and information products are at the highest level of quality and integrity, and will ensure compliance with USAID documentation, information products, and, branding and marking standards. The Communications Manager will be based in Kinshasa and supervised by the Chief of Party.
Responsibilities:
*Work with the CBRMT project to develop and coordinate all public relations activities on the IMCA and its development with the ICGLR public relations department;
*Organize and host regular update meetings for the media (print, radio and television) and establish networks to develop public awareness of the project and regional minerals development, trade and certification processes;
*Develop media campaigns and other public information dissemination activities to improve the awareness and capacity of stakeholders—miners, mining officials, policymakers, buyers, exporters, and downstream purchasers—to support and implement due diligence, traceability, and certification systems;
*Develop any and all public relations/public awareness materials, including brochures, event briefs, articles and success stories that follow the Project branding and marking plan and prevailing USAID standards/requirements;
*Support the public information efforts of the ICGLR regarding its commitments to regional minerals trade, standards, and compliance;
*Assess the need/role of a IMCA website, and if desired, supervise the establishment maintenance and mentoring of website content.
Qualifications
*Advanced degree in communications/mass media – specific skills in desktop publishing an advantage;
*Experience in developing, editing and disseminating information products and creating;
*Excellent word processing skills;
*Fluency in French and English, with excellent verbal and written skills;
*Demonstrated proficiency with a portfolio of products in mass media – radio, television, and print;
*Demonstrated network with national and regional mass media;
*Web content management
