The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. Assistant Programme Officer - State of Democracy Programme
Main functions of the post:
- Contribute to the development of comparative knowledge on the use and outcomes of citizen led democracy assessments, focusing on such topics as ICTs for democracy, assessing for reform and/or democracy at the local level;
- Prepare and organise seminars, workshops and similar events planned under the State of Democracy programme;
- Develop outreach and communication material for the State of Democracy programme, and support the content production and maintenance of the State of Democracy Website;
- Support the development and updating of the State of Democracy social media channels (Facebook and Twitter) based on SoD Social Media Strategy;
- Support programmatic dissemination, and outreach through research of relevant partners and events.
- Assist and supports the SoD Programme development and implementation in terms of project (budget) planning, monitoring and evaluation.

International IDEA's State of Democracy programme aims to facilitate citizen-led assessments of democracy. The State of Democracy (SoD) assessment approach empowers citizens to assess their own democracy and to identify policy steps needed to improve the quality of that democracy.

Under the supervision of Head of SoD Programme, the Assistant Programme Officer substantively contributes to the attainment of outputs and outcomes of the State of Democracy programme and the Political Parties, Participation & Representation Key Impact Area.
Duties and Responsibilities:
General, Programme, Managerial and Administrative, as applicable
Under the immediate supervision of the Line manager, the incumbent performs the following duties:
- Contributes to the development of comparative knowledge resources through conducting research, liaising with experts and consultants, and the substantial and logistical coordination of specific programme components;
- Leads the development, regular update and maintenance of the SoD Network website, SoLD Webpage and SoD Social Media tools;
- Writes articles/material for the Websites, Social media sites and in the International IDEA Newsletter and other relevant media outlets;
- Coordinate dissemination and support publication processes within the SoD Programme
- Organises events planned under the programme such as seminars, workshops and similar in coordination with administrative and programmatic colleagues ;
- Supports the development and strengthening of the SoD and SoLD Networks, and proposing innovative ways of motivating vibrancy of these networks;
- Works closely with members of the SoD team; and deliberately explores and integrates into his/her work synergistic and collaborative ways of working with other International IDEA programmes both in Headquarters and the field;
- Supports activities within the programme related to planning and Results Based Management Procedures;
- Assists and provides support as needed with on-going activities within the programme;
- Actively integrates a gender perspective in all programming activities;
- Carries out other duties as assigned by the line manager or any person designated by him/her.
Qualifications and skills
Basic qualification requirements:
General Profile
- Requires good knowledge, excellent skills and initial experience in their field;
- Will contribute to assigned projects in different aspects of the project life cycle and support these projects vis-à-vis internal and external stakeholders
- Will conduct research and analysis, and draft various documents (articles, concept notes, project documents, agreements etc.)
- Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
- Can be expected to travel globally to any geographical area involved in his/her projects;
- Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
- Integrates a gender and diversity perspective in all activities;
Reporting line

Language skills
- English: Excellent proficiency required;
- Other: Any other widely spoken language in an International IDEA region of operation will be an asset.
Computer skills
- Knowledge of Microsoft Office;
- Excellent knowledge of internet and web search tools;
- Knowledge of web design;
- Professional experience of working with social media.
Programmatic knowledge
- Has good knowledge in own discipline and some understanding of related disciplines to be able to approach programmatic issues in a holistic manner.
Operational knowledge, skills and experience
- Integrates the Result-Based-Management approach into the design , management and evaluation of all his/her programmatic activities;
- Has a good understanding of key geographical zone where his/her work is implemented – which may imply field/international experience at some point.
- Contributes to the research of information on donors and partners, and all other activities related to resource mobilization and partnership building;
- Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.
Leadership
- No direct people management responsibility.

- Is able to solve problems of varying degrees of complexity; approaches issues with new perspectives; analyses situations from a multitude of intervening factors.

Approximate experience
- Around 3 years, including substantial internship(s);
- Master´s degree (or equivalent) in a relevant subject;
- Field experience is desirable.
Terms of Contract:
Six (6) month Temporary Appointment. Expected Start date 18 August 2014. Starting salary around 31 825 SEK per month.
Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Sweden.
