Summary
The purpose of the humanitarian response scheme is to ensure that the agency has highly qualified personnel that can be deployed at speed to assess and set-up response in humanitarian settings. The reproductive health – humanitarian response personnel (HRP) will primarily be responsible for emergency deployment to countries affected by crises to conduct an assessment, design and start-up reproductive health response including implementation of the MISP (minimum initial service package for RH in crisis settings), FP and PAC. The position holder will be managed by department of humanitarian response surge team and the senior specialist for FP/PAC in the department of health and nutrition. The position holder will have clinical background, with Master’s in public health or equivalent and experience in working in humanitarian settings

Responsibilities
•Lead on reproductive health assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific action points
•Initiate, design, and scale-up reproductive health program
•Ensure the integration of the MISP (Minimum Initial Service Package) in to the emergency response
•Contribute to the overall Save the Children’s response strategy as delegated and in coordination with the Deputy Team Leader – Program and Health Team Lead
•Contribute to the development of health response plans and master budgets
•Prepare and oversee program implementation to ensure timely delivery of program activities (for example, monitoring against log-frames, individual performance management work-plans).
•Prepare timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
•Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build health field staff in carrying out the work.
•Working closely with the Accountability lead put in place accountability activities for health, ensuring that feedback from all relevant stakeholders is considered in program design.To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
•Handover/transition plan for post-deployment developed and agreed with DTL or health lead to ensure program continuity
•As needed continue to provide remote technical assistance to the response to ensure program continuity and quality
•Identify program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan, as well as coordinating with the logistics team on drug management including planning, procurement, storage, transport and stock management of medicines.
•Liaise with functional manager and SCUS logistics in the deployment and management/use of RH kits in humanitarian response
•Evaluate the applicability of the various RH kits in humanitarian response and feedback learning to the wider humanitarian community
•Develop concept paper on RH for new emergency responses
•Write the RH component of health proposals in countries of deployment and during down time as needed
Advocate with the response team lead, DTL and health lead to ensure that
•Represent the agency at RH and MISP coordination meetings at UNFPA, Ministry of Health and Health Cluster
•As needed, be prepared to act as RH/MISP coordinator for the health cluster at national or sub-national level
•Actively present and share learnings from Save the Children RH responses with the wider humanitarian community
•Actively share – blogs, case studies, formal research publications on SC humanitarian RH work

Required
• Clinical (MD, RN, MW) with MPH or equivalent
• Management experience working in an emergency response contexts or fragile states
• Previous first phase emergency response experience
• At least 2 years of humanitarian response deployments
• Previous experience of project management
• Experience of and commitment to working through systems of community participation and accountability
• Demonstrated monitoring and evaluation skills
• Ability to work both in an Advisory and a hands on implementation capacity
• Proven capacity to supervise, train and coach staff
• Experience of representation and ability to represent SC effectively in external fora
• Experience of preparing successful funding proposals for donors, particularly experience working with ECHO and DFID
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
