Tetra Tech ARD (http:www.tetratechintdev.com), a leading US-based international development consulting firm, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for a Monitoring and Evaluation Manager position on a USAID-funded, Capacity Building for Responsible Minerals Trade (CBRMT) project in the Democratic Republic of Congo.
The CBRMT project goal is to strengthen the capacity of the Democratic Republic of the Congo (DRC) and regional institutions to transparently regulate and control a critical mass of the trade in strategic minerals in eastern DRC in order to transform the region’s mineral wealth into economic growth and development. The Monitoring and Evaluation Manager will be based in Kinshasa.
Responsibilities
The M&E Manager will ensure that data generated from activities and interventions are reliability, accurately, and timely collected. The M&E Manager will be primarily responsible for training and auditing third party data collectors M&E systems, policies, procedures, templates, and forms. The M&E Manager will provide on-site monitoring, oversight, and accountability of program activities. The M&E Manager will provide mentoring and training assistance/services not only to program staff but to third party data collectors as well; therefore his/her in-depth understanding of the project’s indicators, and data collection methods and techniques is critical for successfully performing the tasks outlined below.
M&E Training
*Provide formal training to grantees, partners, and other relevant stakeholders on the project’s M&E systems, policies, procedures, templates, and forms;
*Conduct staff training on the project’s PMP indicators, targeting, and data collection methods.
*Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentations on the project’s activities and results.
Data Collection
*Collaborate with program staff to design data collection protocols and systems
*Ensure that data collected from third party data collectors (grantees, etc) are accurate, correct and reliable;
*Conduct on-site monitoring of program activities collecting both qualitative and quantitative data;
*Conduct routine spot checks to ensure data have been accurately collected from program beneficiaries;
*As required, participate in client-directed data quality assessment (DQA) and preparation of report(s);
*Verify program results with supporting documentation, photographs, and success
Data Input
*Collaborate with the Data Specialist to ensure the timely and accurate input of program data into the program’s Management Information System (MIS); and
*Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.
*Reporting and PlanningAssist in the development of annual and LOP work plans;
*Assist in providing concise, summarized reporting against indicators for semi-annual and annual progress reports;
*Develop special quick assessments to confirm data or provide contextual information on performance
Other
*Perform other tasks as assigned by the COP.
Qualifications:
*Master’s Degree in international development, economics, knowledge management or related fields;
*A minimum of five years of progressively responsible professional experience in monitoring and evaluation of development projects, USAID-funded projects strongly preferred;
*Minimum of 5 years of international development experience and demonstrated knowledge in project management, design and implementation of performance monitoring and evaluation tools and mechanisms (logical frameworks, theory of change, outcome monitoring), information/data gathering, results reporting, surveys and mixed-method evaluation design, as well as design and implementation of impact evaluations.
*S/he must have demonstrated success in providing technical and programmatic guidance/training to diverse stakeholders on rigorous methods for performance monitoring, data validation, accountability mechanisms, assessments and evaluations.
*Experience in the unique demands of monitoring and evaluating programs in complex, culturally diverse settings is required.
*Excellent team work, inter-personal, communication, presentation and facilitation skills;
*Strong written and oral presentation skills in English and French;
