Summary Scope of Work:
The Finance Manager oversees the financial and administrative aspect of Jhpiego programs in Botswana and ensures that financial and administrative systems are sound and compatible with standard accounting practices and follow U.S. Government, JHU and Jhpiego rules and regulations. The Finance and Admin Manager is the primary financial liaison with the Jhpiego Head office and other partners in the Botswana country program.

Requirements
Duties and Responsibilities:
- Ensure adherence to financial policies, guidelines and procedures.
- Adapt and where necessary develop Jhpiego Botswana financial policies, guidelines and procedures and ensure their compliance with Jhpiego, JHU and USG donors rules and regulations.
- Implement and monitor systems and procedures to ensure adequate internal controls.
- Oversee the office financial operations with particular emphasis on implementing and maintaining on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego/Botswana financial operations.
- Provide the Country Director with cost analysis and reports on obligations and expenditures of the program budgets, and develop and monitor annual workplan budgets.
- Preparation of monthly fi nancial reports, accruals and projections, and other fi nancial reports.
- Monitor and reconcile travel expenses and project expenses
- Preparation of payroll.
- Maintenance of Assets Register.
- Assist with external audits as appropriate.
- Serve as a resource person for non-finance staff on USG and Jhpiego rules and regulations.
- Supervise Finance Officer and Admin Officer.
Administration
- Develop and maintain the efficient administrative system, including office operational procedures.
- Ensure sufficient logistic support to field activities and program visitors.
- Oversee the procurement process for all Jhpiego programs in Botswana and ensure its adherence to Jhpiego, JHU and USG rules and regulations; ensure competitive bidding process according to policies.
- Develop and ensure adherence to all office policies and procedures.
Qualifications and Requirements:
- Degree in Accounting, Finance, or related field
- Minimum of Seven (7) years relevant experience in fi nance or accounting
- Member of BIA with CIMA/ ACCA qualifications
- Proficiency in MS Office, especially Excel Proficiency
- Proficiency in QuickBooks
- Understanding of US Government and Government of Botswana regulations and policies
- Familiarity with NGO and USG-supported projects would be added advantage
- Experience in staff supervision
- Excellent communication skills including fluency in spoken and written English
- Willingness to travel locally
