Overview:
The Clinton Health Access Initiative (CHAI) works in partnership with country governments, partners, and other major stakeholders to identify the key obstacles to access and scale-up essential health services, and to develop and implement sustainable strategies to overcome them. In Swaziland, CHAI has been working in partnership with the Ministry of Health (MOH) and other stakeholders to address Swaziland’s public health priority areas since 2007.
Current work of CHAI Swaziland includes increasing access to and uptake of HIV services, implementing an Immediate Access to ART for All demonstration project, improving access to high-quality and affordable medicines, malaria elimination, and sustainable health financing. CHAI’s work in Swaziland started with the management of a donation of paediatric HIV commodities, and continues to include a focus on the testing and treatment of paediatric HIV through multiple program areas. With the support of Life Ball, CHAI Swaziland will expand current work on paediatrics to support the MOH to implement new national Paediatric HIV testing, treatment, and retention guidelines.
CHAI is seeking a highly motivated individual with strong managerial, communication, analytical and strategic planning skills to serve as the Program Manager for Paediatric HIV Testing and Treatment. Reporting to the Country Director, the Program Manager will be responsible for the overall implementation of the Paediatric HIV work at CHAI Swaziland, and act as a coordinator for all HIV service improvement work. The Program Manager will work directly with the MOH, strengthening relationships throughout the Ministry and with other government agencies and partners.

Responsibilities:
The Program Manager’s key responsibilities include, but are not limited to:
- Work with the MOH to address key gaps in Paediatric HIV testing, treatment, and support. Identified priorities include:
- Supporting the MOH to launch universal HIV testing for infants and young children to improve retention of mothers and infants post-partum and expand case finding;
- Improving EID results return, repeat testing, and linkage to care through the expansion of the SMS reminder system; and
- Providing comprehensive support to MOH with the rollout of new pediatric HIV guidelines
- Manage project administration including preparation of work plans, budgets, and reports in collaboration with the country management team
- Identify and pursue new areas of work and partnerships within the MOH’s priority areas for paediatrics and adolescents
- Additional ad-hoc tasks as needed to ensure the success of the project.
- Manage a small team on day-to-day program operations to implement the key priority areas, ensuring results within tight timelines
- Oversee the HIV serviceimprovement team to provide coordinated and high quality technical support to the MOH
- Collaborate closely on a daily basis with other implementing partners to provide coordinated support to the MOH, including through national Technical Working Groups.
Qualifications:
- Bachelor’s Degree in business administration, public health, international development, or a related field.
- 3-5 years of professional experience in the private or public sector, with increasing levels of responsibility and including project management roles
- Exceptional diplomacy, client management, and interpersonal skills
- Ability to build strong professional relationships and work independently with a range of stakeholders in a challenging, multi-cultural environment
- Ability to navigate complex government processes and favorably influence decision-making in a professional and collaborative manner
- Excellent organizations skills, with the ability to handle multiple tasks simultaneously while maintaining attention to detail, set priorities, and work independently and flexibly with a strong commitment to excellence
- Ability to mentor and lead teams to perform at a consistently high level in high-pressure situations and ambiguous circumstances
- Highly developed strategic analysis, problem solving, and quantitative skills with ability to create Excel models and tools to address specific challenges and improve working practices.
- Excellent Microsoft Word and Power Point skills, with the ability to develop compelling presentations.
- A Master’s Degree in a relevant field
- Experience living and/or working in developing countries
- Familiarity with global health issues, especially HIV and AIDS.
- Competency in siSwati/Zulu
