Under the supervision of the Project Director, the Technical Director will provide overall leadership and direction to the technical and clinical aspects of a USAID project aimed at increasing demand for and uptake of high quality and Voluntary Medical Male Circumcision ( VMMC) and Early Infant Circumcision ( EIMC) in the Kingdom of Swaziland.
Please note: This position is contingent upon project award and funding.
Major Accountabilities
The Technical Director will assume the following responsibilities:
- Provide technical leadership, direction and supervision of the project, including overseeing the scale up of high quality, comprehensive VMMC and EIMC services and activities to increase demand for VMMC and EIMC
- Guide the provision of technical assistance to national and regional leadership to improve management of the national VMMC/EIMC program
- Together with the Project Director, provide technical leadership and expertise to ensure the highest standards of integrity, accuracy and alignment with all priorities, policies and guidelines ( USAID, PEPFAR, WHO) regarding male circumcision
- Oversee the strengthening of quality assurance/quality improvement activities related to VMMC and EIMC
- Participate in relevant technical working groups and provide ongoing technical support to the MOH and other local stakeholders in VMMC
- Cultivate relationships with the MOH at all levels and across various departments
- Foster effective communication and close collaboration with partners and stakeholders to facilitate reaching coverage targets and to minimize any duplication of effort
- Develop annual workplans, supervise project staff, and lead the monitoring and reporting on project achievements and outcomes
- Support the development of the technical team's capacity and expertise
- Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines
- Oversee the documentation of best practices, lessons learned, and case studies
- Represent ICAP and the project at donor and partner meetings, as requested by the Project Director; serve as designee of the Project Director as and when required
Education
- MD or advanced degree in public health or related health, medical, or social science discipline
Experience, Skills & Minimum Required Qualifications
- At least 8 years of experience in the management of international health or development projects, with proven capacity in building and managing a diverse team of technical and support staff
- At least 5 years of demonstrated technical expertise and broad competencies related to VMMC
- 3 years of demonstrated success in a senior-level management and leadership positions, preferably in an international health development context. Prior experience playing a lead technical role in USAID projects preferred
- Experience in training, supervising, and regulating the behavior of other senior-level technical personnel
- Excellent technical writing skills, demonstrated through high-level report generation, research, and/or best practice publication.
- Fluent English oral and written communication skills; ability to interact professionally in English
