Regional Health and Nutrition Advisor, South Africa Region, Swaziland

PURPOSE OF POSITION:

The primary purpose of this position is to build the capacity of National Offices (NOs) in Health, Nutrition and HIV & AIDS programming and to assist them in developing and scaling up high quality and Global Centre (GC) aligned programs. The position will work to ensure strategy alignment and implementation of integrated programs in collaboration with other ministry teams.
Focus will be on learning and innovation in order to build a strong centre of expertise for Health, Nutrition and HIV & AIDS programming in the region and working in close collaboration with National Director (NDs) and NO Household Health Now (HHN) coordinators. The functions would include training, needs assessments, scaling up best practices and evidence based project models, survey design, data gathering and analyses, strategy development, programme design, supervision, monitoring and evaluation, project redesign as appropriate, and networking with major stake holders. 
The position will be based in a national office central to a regional service. The position will report to the Regional Director of Health and HIV&AIDS. The Advisor will also report to the respective country directors when working on specific programme assignment in their country and be an active participant in the Health, Nutrition and HIV/ AIDS relevant interest groups.

KEY RESPONSIBILITIES:
  • Support National offices in the design of their Health, Nutrition and HIV/AIDS related Technical Approach.
  • Participate in the development of a regional HHN strategic direction and scale up plans, and facilitates better understanding of these and other related nutrition strategies among the health and HIV&AIDS Team and across other lines of ministry (e.g., Transformational Development (TD), Humanitarian Emergency Affairs (HEA), Advocacy and global initiatives).
  • Ensure the appropriate integration of Nutrition, HIV/AIDS and infectious disease programs with other WV sectors and strategic initiatives.
  • Responsible to identifying of Nutrition, HIV/AIDS and infectious diseases as well as Orphans and Vulnerable Children (OVC) needs across NOs and define Learning Centre (LC) services.
  • Provides high quality Health and nutrition related technical support to National Offices including guidance on the design, budgeting, implementation, monitoring and evaluation of nutrition programs through ongoing correspondence, review of proposals and reports, as well as regular field visits and mentoring of key program staff to improve quality.
  • Collaborate and work with National Office to assess their overall capacity, using agreed assessment tools, to implement and coordinate a comprehensive Nutrition, HIV/AIDS and other infectious diseases program depending on their context (low or high prevalence.)
  • Responsible to work with NO’s to build the capacity of NO staff at all levels (technical, and Area Development Program (ADP) staff) through a variety of formal and informal methods.
  • Monitor NO reporting and assist in improving performance to meet or exceed standards and strategic targets in the region.Work with NOs, SOs and other regional stakeholders, to explore and pursue multilateral and bilateral and private funding opportunities.
  • Provide technical support to specific grants as requested.
  • Contribute to grant project designs and review proposals initiated by the NOs, Support Offices (SOs) and the region.
  • Develop concept notes and proposal documents to mobilise resources for region-wide HHN projects.
  • Collaborate with NOs with their overall Nutrition, HIV/AIDS and OVC training, rollout, implementation, analysis, and interpretation of the various HIV/AIDS and other infectious disease models.
  • Coordinate closely with the regional health team and the regional quality assurance team to support National Offices with initial program assessments and baseline/final evaluations and operations research according to LEAP 3.
  • Ensure that national programmes are align with international and WV GC standards and protocols for key areas of the Health, Nutrition and HIV/AIDS and OVC Programme, including care, prevention, and advocacy, ensuring that project staff and partners understand these standards.
  • Define and provide standards, methodologies, tools and knowledge repositories for the NOs in the region.
  • Identifying, disseminating and institutionalising common Health, Nutrition and HIV/AIDS and OVC best practices and assets.
  • Supports HHN projects to establish assessment, monitoring and evaluation processes to monitor input, outcome and impact results across the region, integrating with and utilising LEAP guidance.
  • Help build staff capacity in HHN and conduct training in the HHN core models and methodology.
  • Liaise closely with the East Africa Region (EAR)/South Africa Region (SAR) IPT-G Advisor and GC advisors in the relevant project model areas.
  • Coordinate and access accredited Global Technical Resource Network (GTRN) members to assist NO’s in this effort.
  • Works with the regional ministry point persons, other health and HIV&AIDS staff, and GTRN members in a collaborative effort to provide quality service to National Offices.
  • Ensured establishment of the Health, Nutrition and HIV/AIDS and OVC center of learning in the region to make sure that key interventions and programming models are documented and proven effective, contributing to worldwide best practice and support HIV/OVC related research as needed.
  • Ensure utilization of the LC to provide learning opportunities for other NO technical staff in the region.
  • Responsible for identification of best practices and improving of technical quality of Health, Nutrition and HIV/AIDS and OVC program design and implementation.
  • Collaborate with NOs to ensure the identification of key resources with the relevant knowledge and skills (engage in recruitment, orientation, mentoring and coaching of staff in the disciplines).
  • Responsible for establishment of linkages and networks with relevant communities of practice and experts and participate in the global Hope Initiative network and major health, nutrition and HIV/AIDS initiatives in the region, contributing to WV’s community of practice.
  • Liaises and networks with Regional health, Nutrition and HIV and OVC related partners, stakeholders, and institutions.
  • Engage research institutions and universities in operational research issues related to health, nutrition and HIV/ AIDS.
  • Coordinates the 7-11 roll out resources for establishing nutrition goals, strategic objectives and implementation of core intervention models.
  • Responsible to ensure documentation and publishing of best practices HHN sector.
  • Support NO HHN staff to develop conference abstracts and publications of HIV/AIDS and OVC best practices.
  • Support the development and update of a registry of HHN staff or utilize GTRN database (once available) who have received training in various health Initiatives and implement a plan to mentor those trained and to assist them with select national level training workshop as a way to reinforce and further build their capacity.
  • Manage the budget in his/ her jurisdiction and collaborate with HHN Director.

KNOWLEDGE, SKILLS & ABILITIES:

    Required:
  • Must have a degree of Doctor of Medicine with a public health experience or Masters in Public Health degree with first degree in health related science.
  • Must have at least 8 years’ experience of which 5 years field experience running a large scale health, nutrition and/ or public health interventions in a third world setting, have proven training skills, and 3 years in a managerial or coordinator role with responsibilities for strategic planning, advocacy, and higher level networking.
  • Must be able to negotiate ideas within and outside the World Vision partnership, particularly with donor communities.
  • A mature Christian, who's willing to serve in and travel to very difficult conditions.
  • Work environment: Office-based with frequent travel to program countries.
  • Travel: 30% Domestic/international travel is required. 

    Preferred:
  • Must be a committed Christian able to stand above denominational diversities.
  • Attend in daily devotions and weekly Chapel services.
  • Perform other duties as required.
