POSITION SUMMARY:
Reporting to the Project Manager, Application Development, the Development-Operations Specialist designs, develops, implements and maintains Informatics systems and related infrastructure to manage data collected by ICAP country offices and the New York Strategic Information (SI) Unit and other work teams for reporting, special projects and studies. Contributes to enhancing capacity of relevant ICAP country staff, Ministry of Health staff, and others to conceptualize and manage Informatics systems for data use and other purposes.
This position is grant funded.
MAJOR ACCOUNTABILITIES:
Develop and maintain applications for New York and in-country data needs:
· Gathers input from users; writes requirements and functional specifications; develops user scenarios for new features, enhancements, and modifications to data systems.
· Designs, develops and revises applications. Releases and introduces new features and user-interface enhancements to end users.
· Maintains various instances of open-source tools (e.g., DHIS and OpenMRS) on ICAP’s cloud infrastructure to meet ICAP-specific data collection and dissemination needs.
· Maintains SI Unit’s version control system for all major applications.
· Provides technical support and troubleshooting including tracking, prioritizing and addressing user-reported issues, and bug fixing.
· Develops technical support documentation for application systems.
· Maintains a three-tiered application development environment and follow product release cycle.
Provide technical assistance for New York, in-country teams and others:
· Provides remote and in-country technical support to in-country ICAP developers and database administrators.
· Provides support to automate reports/queries.
· Investigates, evaluate new tools and technologies as needed.
Conduct routine system maintenance:
· Interfaces with ICAP, CUMC and Columbia University IT, and outside service providers to manage hosting servers and other resources.
· Performs backups, restores, and other system security measures.
· Perform other related duties as directed.
EDUCATION:
· Bachelor’s degree in programming, informatics, computer science, or related field or the equivalent in a combination of education and directly related work experience.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
· Minimum three (3) years of professional programming experience.
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
· Master’s degree in computer science, engineering, or related field.
· Demonstrated experience in Java programming.
· Demonstrated LAMP-stack administration skills.
TRAVEL REQUIREMENTS:
·Requires international travel of two (2) to three (3) trips per year with each trip lasting approximately ten (10) to fourteen (14) days.
