The Position - Power Plant Operations and Maintenance Contract Manager

The Botswana Power Corporation (BPC) requires services of an experienced Power Plant Operations and Maintenance Contract Manager to manage the operations and maintenance (O&M) contract of Morupule B 600MW coal fired power station in Palapye.

Operation and Maintenance (O&M) Contract Management Services

BPC requires technical support in the management of the Morupule B O&M contract. The scope of services to be provided by the Power Plant O&M Contract Manager are:-

1. Be a BPC representative for the O&M contract between BPC and the plant operator with the mandate to ensure that the plant is operated and maintained in accordance with best industry standards;
2. Monitor, cause compliance and report on the O&M contractor compliance to its obligations under the O&M Agreement;
3. Review all critical aspects of power plant operations to ensure that the plant is operated within design parameters;
4. Review incident reports by the O&M contractor for all incidents which occur in the plant and ensure that objective and technically sound root cause analysis (RCA) is conducted, mitigated and documented as necessary;
5. Monitor and report on plant availability and meeting of performance requirements stipulated in the O&M Agreement and highlight reasons for plant non-availability and failure to meet performance requirements;
6. Spearhead, monitor and report monthly on the implementation of the competency development program for BPC staff to ensure successful skills transfer to BPC staff to enable operation of the plant by BPC staff by the end of the contract term and where there are gaps, put measures in place to ensure that skills transfer is accelerated to meet deadline; and
7. Dispute resolution between various parties at the Morupule B 600MW power station in relation to defects remediation obligations.

Minimum Qualifications & Experience

1. An Engineering Degree in a discipline relevant to a coal fired power station
2. 10 years of relevant experience in a senior management position in a power plant environment as a thermal power plant O&M Contract Manager or manager in a similar position i.e. as owner’s engineer for construction of a thermal power plant or power station manager responsible for operation and maintenance of a thermal power plant.
3. Proven similar or related assignments in the past 3-5 years
4. Strong interpersonal skills with the ability to manage and coordinate the diverse and possibly conflicting interests of BPC , O&M contractor, engineering, procurement and construction (EPC) contractor and EPC owner’s engineer at Morupule B 600MW Power Station.
5. Ability to communicate with various stakeholders at executive level.
