FHI 360 is currently seeking qualified candidates for the USAID-funded Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) Project, under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Botswana. LINKAGES is led by FHI 360 to conduct a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade.

Senior Technical Officer-Monitoring and Evaluation (Gaborone)
The Senior Technical Officer-Monitoring and Evaluation will provide support to the LINKAGES team in the development of the performance monitoring plan and reporting against the plan, the environmental mitigation and monitoring plan, quarterly PEPFAR reporting requirements and semi-annual report development.
Requirements
Responsibilities:
- Leads the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts.
- Leads the performance monitoring of the program based on the performance monitoring, work and environmental and mitigation plans.
- Analyses data collected for assessment of progress and identify areas of improvement.
- Provides technical assistance, implements, and monitors M&E systems, to achieve programmatic goals.
- Guides reporting processes amongst technical staff and consolidates program reports, and promotes learning and knowledge sharing of best practices and lessons learned.
- Ensures that appropriate M&E mechanisms are built into work plans and reporting
- Oversees quality assurance, data quality and reporting.
- Leads structured capacity building on data utilization to improve programming.
- Works closely with UNC on the results of the size estimation mapping and technical assistance to the government of Botswana on size estimation mapping.
- As other monitoring, evaluation and reporting duties are identified over the life of the project this position would assume responsibility
Required Skills and Experience:
- Masters degree in Public Health (preferred) or related field.
- At least 5 years of demonstrated key population group technical expertise, with substantial HIV prevention, care, and treatment experience with female sex workers, and/or men who have sex with men, and transgender individuals.
- Ability to demonstrate excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups.
- Proven skills in the implementation of HIV prevention, care, and treatment projects for female sex workers, and/or men who have sex with men in Botswana or other countries in the region and demonstrated understanding of their HIV- related needs
- Knowledge of processes for developing and implementing HIV prevention, care, and treatment programs with key population groups in Botswana.
- Experience in the design, implementation, and management of HIV public health/international development programs funded by USAID.
- Previous experience in Sub-Saharan Africa is strongly preferred; Botswana experience is a plus.
