The Senior Technical Associate (STA) works in close collaboration with a team of STAs to provide technical guidance and high level operational support to specific technical assistance projects and assignments identified by the Project Manager, TSF.
The STA utilizes his or her background of high achievement in defined technical areas to ensure that all stages of technical assistance assignments or projects achieve a high standard of quality and impact.

Job Description
The Senior technical specialist will be responsible for:
Leading the development of technical assistance products (best-practice guides, technical guidelines, and other similar items) with support from other members of the TSF team; and, contribute to the promotion and distribution of technical assistance products once they are finalized and produced; Working with the Project Manager to design and deliver knowledge management interventions involving current or prospective new members of the consultant network in line with emerging technical support needs and opportunities; Undertaking specific technical assistance assignments in keeping with areas of technical leadership and aligned to the annual work plans and the Technical Support Services business strategy; Drive continuous quality improvement and innovation in areas of his or her technical leadership in the provision of technical assistance interventions. Collaborating with the Project Manager and the Project Director to identify and proactively respond to new business opportunities. Working in close collaboration with the Project Manager and the Project Director to contribute to building and sustaining responsive and results driven relationships with both internal and external clients. Prompting and completing submission of time sheets, expense claims and other administrative forms as required by corporate management policies and systems. Assisting with the maintenance of financial and operational data systems, in particular PMD, in order to comply with corporate management and governance policies. Assisting with the maintenance of complete and high quality information in the consultant and project data bases. Undertaking other administrative duties as requested by the Project Manager.

Candidate Specification
Key skills, qualifications and experience
Post-graduate qualification in a relevant discipline (public health, international development, health sciences, health service management); or, post-graduate qualification and track-record of relevant career achievement; Other relevant professional designations are a significant advantage. Significant professional experience consulting to national, regional or global donor-funded HIV and AIDS programmes; Extensive work experience in a technical advisory or management role, with a significant proportion based in the ESA region; Experience developing successful proposals for external funding; Experience supervising, mentoring and coaching junior level employees. In addition to having strong general knowledge of HIV and AIDS programmes, high level technical expertise in at least three or more of the following areas: resource tracking, strategic and operational planning, Global Fund systems, programme development and implementation, costing and budgeting, organisational development, management including financial management, partnership development, gender and mainstreaming and HIV prevention; Candidates with strong experience across several of the areas, or in Global Fund systems, planning and M&E, will be at an advantage; Excellent written & oral communications skills;
Excellent documentation & analysis skills, backed up by sample submission; Demonstrated Skills in negotiation, diplomacy and tact; Demonstrated collaborative work style in a complex, cross-cultural environment. Competence in Word, Excel and project management systems.
