Director Trade Facilitation and Revenue Management
- Main Purpose of the Job:
Implementation of the SACU Agreement objectives regarding trade facilitation, trade liberalisation, revenue sharing, economic integration, enhanced economic development, diversification, industrialization and competitiveness to promote the integration of Member States into the global economy through enhanced trade and investment.
- 1. Key Areas of Responsibility/Principal Accountabilities
1.1. Develops policy proposals on trade liberalisation, trade facilitation, harmonisation of custom’s and excise legislation and implements the SACU Council of Minister’s decisions in this regard.
1.2. Develops technical and administrative procedures for review and decision making by the SACU Council of Ministers, the SACU Customs Union Commission, SACU Tariff Board and various SACU Technical Liaison Committees to ensure that the SACU Council of Minister’s decisions are followed through regarding the implementation of decisions pertaining to issues outlined in 5.1.
1.3. Implements the SACU Revenue Sharing Formula for the enactment of the objectives of the SACU Agreement, related to the revenue sharing of member states and manages trade data and Common Revenue Pool records to ensure that the SACU trade and revenue agreements are correctly applied and member state disputes are avoided.
1.4. Develops policy proposals to address and prevent unfair trading practices in SACU member states.
1.5. Develops areas of co-operation regarding trade facilitation with relevant government structures and the private sector to support and promote the economic development of the SACU region.
1.6. Supports and monitors the implementation of SACU Tariff Policy and agreements to facilitate the achievement of the SACU Agreement objectives in this regard.
1.7. Supports and monitors the implementation of the agreements regarding Freedom of Transit of Goods within SACU member states to facilitate the achievement of the relevant SACU Agreement objectives pertaining to Freedom of Transit of Goods.
1.8. Researches, develops and facilitates the implementation of policies that will promote the integration of Member States into the global economy through enhanced trade and investment.
1.9. Manages staff in accordance to SACU Human Resource management policies regarding the effective management of people.
1.10. Plans, prepares, submits and controls approved budget for Directorate: Trade Facilitation and Management in accordance to SACU policies, standards and procedures on financial management and corporate governance.
- 1. Educational Qualifications required for the job:
Masters degree in Economics with strong emphasis on trade and finance or equivalent post graduate qualification
- 2. Relevant Experience required:
- Minimum 10 years relevant experience
- Computer literate in MS Office
- Proven track record in the management and administration of the above job requirements in a multilateral organisation
