Field of activity
The programme Strengthening the national/regional cooperation arrangements in the Southern African Development Community (SADC) supports national and regional players in establishing the mechanisms necessary to implement the regional integration agenda. SADC is finding it increasingly difficult to implement the required measures effectively. This is partly due to poorly functioning institutions and a limited understanding of regional integration in the member states on the part of the key players, and partly to insufficient supportive capacity at regional level. The programme thus aims to assist the SADC Secretariat and the member states in integrating the regional agenda into national policy-shaping processes. To do so, the Secretariat's capacity to harmonise, nationalise and implement SADC Protocols and policies is to be strengthened. Moreover, the intersectoral coordination mechanisms at national and regional level will be improved. In order to achieve this goal, the programme is implementing measures at both regional level (with regional stakeholders), the SADC Secretariat and at the level of the member states (national state and non-governmental players).
Your tasks
As Programme Manager, you will be responsible for planning, organising and implementing the programme.
Your tasks will include the following
- project implementation using the Capacity WORKS standards; including ensuring proper use of funds; planning, implementing and monitoring the programme activities; ensuring an effective combination of instruments and reporting to the German Federal Ministry for Economic Cooperation and Development (BMZ);
- management responsibility for a highly qualified and motivated team of international and national experts;
- providing technical advice to the SADC Secretariat and SADC institutions in selected member states and other relevant actors on topics connected with regional integration (e.g. implementation and monitoring of SADC Protocols, SADC institutions, transferring regional decisions into national laws), and
- institutional capacity development.
With a view to supporting implementation at national level, networking tools and the training of national stakeholders will play an important role.The position focuses on leadership and management.
