- Main duties and responsibilities
The Senior Finance Officers shall coordinate and supervise theaccounting operations and financial management functions of the AUC LiaisonOffices and Projects by ensuring that the activities are performed inaccordance with the AU Rules, Regulations, Policies and Procedures and Partners’requirements,(where applicable).
The duties and responsibilities of the incumbent shall include thefollowing:
a) Reviewfinancial returns to ensure that adequate systems of internal control aremaintained at the Liaison Offices and Projects, for the proper management offinancial resources; and up to date and reliable financial records aremaintained in conformity with the AU Financial Rules and Regulations, policiesand procedures and Partners’ requirements;
b) Ensureallocation of expenditure to the appropriate fund or account and monitor properbudget utilization to ascertain that budget appropriations are notoverspent;
c) Supervisethe development of budget proposals for Funds in line with AUC financial,administrative and operational parameters in collaboration with Liaison Officeand Other Project managers; follow up agreement with Partners, and ensure thatbudget utilization is in compliance with agreements;
d) Supervisethe preparation of periodic disbursement plans, cash flow forecasts, schedulesof remittances of subventions for Liaison Offices and Projects; and monitorcash requirement against utilization;
e) Providethe necessary technical support to Liaison Offices and Projects so that allapplicable rules and regulations are complied with.
f) Developrelevant guidelines, procedures, Partners’ compliance checklists and schedulesto enhance proper functioning of the accounting system, management of thefinancial resources and implementation of Partner agreements regarding LiaisonOffices and Other Projects;
g) Provideadvice and guidance to the Peace Support Operations Department (PSD) managementand other stakeholders on implementation of Partners’ Funds for Liaison Officesand Other Projects, the use of financial resources and other financial managementissues;
h) Reviewinformation and explanations provided by project managers to audit queries andPartner requests;
i) Followup implementation of recommendations of the AUC’s internal and externalauditors as well as Partners’ contracted external auditors by Liaison Officesand Other Projects.
j) Performany other duties assigned.
- Qualifications
Candidatesmust possess the a UniversityMaster’s Degree in Accounting,Commerce or Financial Management from a recognized University. Additional professionalqualification such as CPA, CA, ACCA, CIMA, CIA, etc will be an added advantage.
Minimumof 8 years of progressively relevant experience in Financial Management orAccounting of which at least 3 years should be at middle to senior managementlevel.
4. OtherRelevant Skills
· Computer literacy and experience in workingwith computerized accounting systems (preferably SAP), standard spreadsheet anddatabase programs,
· Excellent interpersonal and team buildingskills, ability to organize and motivate others as well as work in amulti-cultural environment,
· Excellent reporting skills,
· Good communication and negotiating skills,
· Good planning and organizational skills.
5. LANGUAGE REQUIREMENT:
Proficiencyin one of the African Union working languages. Proficiency of one or severalother working language(s) would be an added advantage.
6. TENURE OF APPOINTMENT:
The appointment will be made onfixed term contract for a period of three (3) years, of which the first twelvemonths shall be considered as a probationary period. Thereafter, the contractwill be for a period of two years renewable, subject to satisfactoryperformance and deliverables.
7. LEAST REPRESENTATIVE COUNTRIES:
Candidatesfrom the following least represented countries are encouraged to apply: Eritrea,Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti,Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTomeand Principe, Seychelles and Somalia.

9. REMUNERATION:
Indicative basic salary of US$47,829.00 per annum plus other related entitlements e.g. Postadjustment (46% of basic salary), Housing allowance US$ 14,414.40 per annum), education allowance (75%of tuition and other education related expenses for every eligible dependent upto a maximum of US$7,800.00 per child per annum), etc for internationallyrecruited staff of the Commission.
