Botswana - TA for the identification and formulation of EU interventions to support the inclusive and sustainable growth - education sector under the 11th EDF
the objective of the consultancy is to support the EU delegation to Botswana and SADC and the Government of Botswana in the identification and formulation of support actions in the Inclusive and Sustainable Growth - Education sector to be financed under the 11th EDF.
Expert (I)
Minimum requirements:
- University Degree (master level) in a field relevant or related to the assignment. In its absence, equivalent professional experience of at least 8 years is required (on top of the experience required below).
- at least 12 years experience in Education sector development.

- Specific experience in the education sub-sectors of:
early childhood development and basic education; and/or
inclusive education; and/or
education qualifications frameworks; and/or
tertiary education financing; and/or
reforms (introduction of results-based management)
- proven experience in the identification and formulation of projects/programs;
- proven experience in the development of IDentification and Action Fiches;
- proven experience of the project formulation in the education sector for donor institutions;
- demonstrated experience in education sector analysis and in supporting the implementation of education system reforms;
- fully conversant (proven experience) with EU procedures (in particular EDF procedures) and knowledge of EU specific delivery methods;
- experience in formulating of budget support programs and related indicators;
- good knowledge of different aid modalities and their strengths and weaknesses in different program contexts;
- proven experience in designing or implementing a Sector Policy Support Programme or equivalent will be an asset;
- Professional experience in the education sector in middle income countries will be an asset.
- proven experience of working within a Ministry of Education in Sub-Sahara Africa will be an asset. Havind worked in the Botswana context will be an added advantage.
