Purpose of the Position
The incumbent candidate will support the timely and accurate payroll processing of the assigned Payroll Areas for UNICEF's Staff members and Temporary Staff (if applicable); review and approve entitlement payments; supervise the work of HR assistants; ensure auditability of the payroll records and accuracy of payroll data maintained through the VISION systems.
Key Expected Results
- Responsible for payroll processing for assigned pay-areas. Run and review payroll reports and simulation to identify errors, and request/coordinate timely corrective action as may be necessary prior to the actual payroll run for the period. Review results of posting to FI/AP simulations and determine problem areas. Run off-cycle payrolls as necessary. Review Data Medium Exchange (DME) files and payment summary and coordinate action with the Cashier's Office. Verify updates of payroll-related tables/information; add, delete, modify data as may be necessary. Administer processing of retroactive payments.
- Responsible for auditing and approval of separation payments ensuring the accuracy of calculations of separation payments and that payments are promptly processed.
- Responsible for verification and approval of Education Grants Advances and Settlements; Verification and approval of payments of rental subsidy, rental advances, salary advances, AGLS and lump sum payments in lieu of travel and shipments of household effects for NYHQ staff.
- Plan and organize the work processes to efficiently supervise the HR assistants. Provide input to the Unit Processes to identify process bottlenecks, develop requests for IT support and test the revised processes in the computer systems
- Review and respond to queries from staff, vendors, country offices and HQs Divisions on issues related to areas of responsibilities. Assist Global Service Center (GSC) in the research and resolution of payroll-related matters. Liaise with Cashiers office, Accounts and Budget Sections on issues related to payroll processing. Liaise with assigned COs on master data and funding issues encountered during payroll finalization.
- Review and Approve Pension and ASHI documents for assigned locations/Payroll Areas.
- Train new staff in payroll functions
- Assist and carry out any other duties as assigned by the Chief of Payroll.
Qualifications of Successful Candidate
- A first-level university degree (Bachelors) in Human Resources Management, Business Administration, or a directly-related technical field(s) is required.
- A minimum of two (2) years of relevant work experience, at the national and international levels, in Payroll and/or financial management is required.
- Prior hands-on experience in Payroll and/or financial management activities is required.
- Prior work experience within an international organization is considered highly desirable.
- Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, French, Russian, Spanish, Chinese) is considered an asset.
