Purpose of the Position
The Information Communication Technology (ICT) Specialist, managing the ICT function for the Angola office, is accountable for the timely delivery and ongoing support of reliable, secure and cost effective information and communications technology systems, administration and technical support to enable the efficient flow of information and the reliable performance of all corporate systems applications in support of UNICEF programme, communication and operations, to contribute to the achievement of the established goals, objectives, budgets, and work plans consistent with priority needs and requirements of the Office.
Under the supervision of Chief of Operations, the ICT Specialist is accountable for effective technical leadership for ICT systems management and administrations in accordance with the UNICEF ICT policy, strategy, security guidelines ensuring the compliance to corporate standard architecture and ICT security. The ICT Specialist represents UNICEF interests in common premises and common UN system related issues and provides leadership to UN ICT working group. The ICT Specialist evaluates and advises office on utility of innovative ICT solutions for programme delivery and manages the implementation and quality assurance of ICT innovations.
Key Expected Results
- Management of ICT Systems IT systems effectively managed to advance the productivity and effectiveness of the office work by implementing the corporate ICT policy, strategy, technology, and systems, as per CPMP requirements.
- Information/Knowledge Management Support and implement tools for information/knowledge management and knowledge-sharing to provide the vital and strategic information for managing and supporting the Country Programme the goals and targets of the CPMP and the Country Programme.
- Infrastructure and Security The Country Office is ICT infrastructure is functional, integrates and is compliant with the global corporate ICT systems and security systems.
- Applications Administrations The Country Office is provided with professional technical support for effective administrations of corporate applications.
- Network Administration/Data Communication/ Telecommunications The Country Office is provided with professional technical support for effective network administration, tele- and data communication. Corporate are integrated and local ISP are managed ensuring required bandwidth for corporate applications such as SAP, Sharepoint, MS Exchange, INTRANET and future cloud based applications.
- User support & assistance The Country Office is provided with professional technical support for the users for the effective use of information technology to achieve the goals and objectives established by the office.
- ICT Evaluation and Audit Evaluation of ICT systems effectively conducted and utilized to ensure the strategic use of information technology and resources, improved performance and wider learning at Country Office level. Audit recommendations on ICT properly advised and implemented.
- Communication, Networking and Partnerships All ICT management, operations and technical support services are accomplished through effective communication, networking and partnerships.
- Business Continuity Planning A DRP integrating with the country offices BCP is maintained and exercised periodically, ensuring the agreed availability of ICT systems in case of disasters.
- ICT Innovation and development ICT innovations for development and efficient programme development are assessed and programme staff is well supported in planning and implementation of ICT related innovations.
- Inter-Agency Cooperation UNICEF maintains influence in ICT matters with the UN agency partners in the common premises and in the country and utilizes UN partnership for better integration, quality and efficiency of ICT systems.
12.T4D Provide support and technical assistance to the Country Office in the area of Technology for Development and work with stakeholders to help develop and implement standards, procedures and partnerships for T4D initiatives. Assist Programme Sections to identify and assess potential of new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming.
Qualifications of Successful Candidate
- An advanced university degree (Master's) in computer science, information systems, or a directly-related technical field(s) is required. Specialized training in the ICT fields broadly applicable to the job is considered an asset.
- A minimum of five (5) years of relevant work experience, at the national and international levels, in information communication technology (ICT) is required.
- Previous work experience in a developing country and/or an emergency duty station is considered an asset.
- Prior experience with innovative uses of technology for development, particularly in the areas of data, mobiles, open source and health, is considered an asset.
- Prior experience in creating spaces and environments that are conducive to team participation and effective coordination is considered an asset.
- Fluency in English (written & verbal) is required. Knowledge of Portuguese and/or any additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
