QUALIFIED APPLICANT PROFILE
To be considered for appointment to this position, candidates should have a degree in Human Resource Management, Public Administration or a related field. A Master’s degree in the same field would be an added advantage.
EXPERIENCE
The applicant must also have a minimum of 10 years post qualification experience in the Human Resource Management field of which 2 years should have been at Chief Administration Officer I (D3) for Public Service Officers or an equivalent position in a Parastatal or Private Organisation.
MAIN PURPOSE OF THE JOB
To coordinate Ministerial human resources management and development functions

KEY PERFORMANCE AREAS
1. Coordinates and monitors the implementation of Human Resource Management and Development policies, strategies, rules and regulations.
2. Interprets terms and conditions of service to staff and advice on matters of Human Resource Management and Development.
3. Facilitates Human Resource Management functions such as: Recruitment and Selection, Staff training and Development, Industrial Relations, terms and conditions of service, staff discipline.
4. Liaises with all Departments on all matters pertaining to personnel administration to ensure that action is not delayed.
5. Provides guidance and supervision to all staff on areas such as career planning development, deployment and advancement.
