The position
You will play a fundamental role in providing support in the implementation, at country level, of the regional malaria strategy funded by the Global Fund to Fight HIV, TB, and Malaria. Your success will hinge on your aptitude and interest in coordinating activities; working across various interventions and program units, and linking activities across the diff erent strategic interventions taking place to eliminate malaria in Botswana, and th e other seven E8 member states. As the designated point person in each of the 8 countries, you will serve as the touch point between the national malaria programs and the regional initiative. You will be seconded to, and work closely with the National Malaria Control Program (NMCP) Manager to ensure that the country implementation targets set by the regional E8 partnership are being met. To facilitate close collaboration with the Ministry of Health, you will be based in the Ministry of Health in Gaborone, with some local and regional travel.

Requirements
Key areas of responsibility:
- Co-ordination: Support the NMCP Manager in the co-ordination and field supervision of all program issues relating to the regional malaria strategy and management of cross-border programmes. Co-ordinate the implementation of programming, field assessments, and capacity building related to these programmes as well as harmonize the project planning and field operations of the national and regional partners/contractors.
- Monitoring and evaluation: Facilitate the collection of disease and programmatic monitoring & evaluation data for dispatch and aggregation at regional level. In addition, monitor cross-border collaboration activities and co-ordinate meetings and data sharing activities between the country and its neighbours. Monitor, evaluate and manage the processes on the ground, with guidance from the NMCP Manager and programme heads, to ensure that the country meets the milestones and outcome targets of the regional strategy.
- Partnership and collaboration: Serve as the key liaison between the Secretariat and the NMCP, with strategic and technical insights obtained from the NMCP Manager. Consistently collaborate with the focal persons in other countries to share information and to complement each other’s technical methods. Consolidate the relationship amongst the eight countries, as well as between the Secretariat and the national programs, as an essential component to successfully implement the regional strategy.
- Staff supervision: Conduct field supervisory visits to review implementation of the regional malaria interventions by ministry of health units as well as by contracted organizations.
- Reporting: Support NMCP Manager by drafting consolidated quarterly reports of the progress in implementing the regional strategy within the country, and comparing the monitoring & evaluation data for reporting on the grant. Additionally, prepare any presentations and reports related to the regional strategy as required.
- Program planning and management: Being fully conversant with the strategic plans and regional work plans, collaborate with the NMCP Manager and the program focal points for diagnosis, vector control, and surveillance. Facilitate the allocation and coordination of the supporting national activities into the national strategies and plans.
Minimum requirements:
- A degree in public health, epidemiology, or related discipline (masters level preferred).
- At least 6 years relevant working experience, of which at least 3 years should be in malaria project management, preferably in a malaria elimination context.
- Knowledge of health systems context through experience in various SADC countries is a distinct advantage.
- Advanced Microsoft Office skills particularly Excel and PowerPoint.
- Demonstrated ability to diplomatically mobilize and coordinate partners around priority malaria interventions.
- Demonstrated experience with planning, implementation, data management, analysis and interpretation of research studies and routine data for programmatic decision-making.
- Proven ability to work efficiently in a fast-paced demanding environment and to troubleshoot and follow projects through to completion, consistently on schedule, without loss of attention to detail.
- Exceptional hands-on exposure in the formulation and execution of budgets, linking budget with program performance and impacts.
- Language skills: Should be fluent in English and able to communicate with internal and external stakeholders in an unambiguous manner (verbal and written). Portuguese will be required for the focal persons based in Angola and Mozambique.
- Ability to handle multiple tasks simultaneously, set priorities and work independently.
