Comprehensive Africa Agriculture Development Programme
1. Background
The Southern African Development Community (SADC) currently has fifteen Member States1 with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development.
The programme of "Support to SADC FANR - CAADP Project Management Unit" was designed with a specific aim of implementing the SADC FANR MTP.
The programme has an indicative allocation of US$3.90 million, which will be exclusively funded through the CTF and will be implemented approximately over a period of 30 months using the modality of a Contribution Agreement between the SADC and the Worldbank. Consequently, the SADC operational policies and procedures will guide staff recruitment and other implementation and operational processes of the programme.
2. Project Definition
The objective, purpose and results of the programme are detailed below.
Objective
To achieve an improved enabling environment for African agricultural programs and policies at national and regional level in the SADC Region.
Purpose
To strengthen the capacity of SADC-FANR to support Member States through the provision of TA, analytical work, coordination, capacity building and resource mobilization.
Result Area 1
Effectiveness and inclusiveness of national structures in agricultural policy making (a qualitative measure disaggregated by countries and type of changes achieved)
Result Area 2
Percentage of investment plans and programs demonstrating alignment to SADC Regional Agricultural Policy/CAADP evidenced priority sectors (as measured by score on a 5-point alignment scale
Result Area 3
Percentage of stakeholders satisfied with the quality and utility of CAADP related sector planning, review processes and accountability mechanisms (sector planning and review processes and platforms)
Result Area 4
Number of agricultural policy positions advocated at regional (Ministerial) levels
It is following this background that SADC Secretariat in implementation of the CAADP Project wishes to invite suitably qualified, experienced citizens of SADC to apply for the following positions tenable at its Head quarters in Gaborone, Botswana:

Tenure of Appointment:
