NOTIFICATION OF REQUEST FOR PROPOSALS
Installation and Implementation of Health Service Posts for Malaria Diagnosis, Treatment, and Surveillance for Mobile and Underserved Populations in Two Border Areas of Southern Africa

1.0 Introduction
The Elimination 8 (E8) is a regional partnership of eight countries, established by SADC Ministers of Health to serve as a platform for regional collaboration towards acceleration of the elimination of malaria. The E8 Secretariat has recently been awarded a grant of US$18 million by the Global Fund to Fight HIV/AIDS, TB, and Malaria, and is seeking the services of implementing partners to establish and implement health service posts - focused on malaria diagnosis and treatment - for mobile and underserved population.
2.0 Scope of the Assignment
The E8 is deploying a set of interventions aimed to minimize malaria transmission and importation across country border lines. Through issuance of this Request for Proposals, E8 seeks to award two contracts to undertake malaria testing, treatment, and surveillance activities along two border areas: (1) Angola/Namibia and (2) Mozambique/South Africa/Swaziland. The specific objective of the awards is to expand access to early diagnosis and treatment for the two border area communities as well as for mobile and migrant populations. To this end, the E8 invites eligible organizations to submit proposals to manage the implementation of Phase 1 of the project. Request for Proposals for Phase 2, covering other border areas in the E8 sub-region, will be issued at a later stage.
3.0 Eligibility
Firms expressing interest must meet the following criteria to be eligible for further consideration, and to be invited to submit a full proposal:
- Legal entity status in at least one of the SADC countries, including accreditation and authorization to provide health care services in the border area countries for which you are submitting a proposal
- Proven experience in designing, coordinating, and delivering health services to hard-to-reach communities, preferably migrant populations or communities in border areas
- In-depth knowledge of the health delivery context in the SADC region, through experience working across the region and trusted relationships with ministries of health in this region
- Experience in implementing or overseeing financial management for large donors. (Experience with the Global Fund financial management and reporting requirements is a significant advantage).
- Interested organizations may associate in order to strengthen their proposals.
4.0 Full Request for Proposals
All organizations interested in responding to this request must send an email to procurement@elimination8.org,not later than 12.00 CAT, May 6 2016, requesting a copy of the detailed request for proposals, putting the RFP number in the subject line. RFPs will not be issued after May 6.
