Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for one qualified candidate asHead of Branch – Services Outreach within the Services Sub-Directorate within the Information Systems Directorate.
Introduction of Post
The Services Outreach Branch is the unit of the Information Systems and Technology Directorate in charge of the promotion , deployment and development of the use of INTERPOL products, tools and services within its member countries and regional and international organizations. The Services Outreach Head of Branch works closely with other Directorates with the objective to develop the expansions of the access to INTERPOL services beyond the National Central Bureaus (NCBs).
1 PRIMARY DUTIES
1.1 Co-ordinate the activities of the Deployment Officers assisting member countries in expanding the access to INTERPOL Products, Tools and Services beyond NCBs and supervise the technical assistance provided to INTERPOL member countries :• Assign tasks upon member countries requests and needs to relevant Deployment Officers in the view of promoting, encouraging and implementing expansions of the access to INTERPOL Products, Tools and Services beyond NCBs. • Provide technical guidance and instructions to Deployment Officers: draft project proposals for both technical and financial aspects, technical specifications for call for tenders, technical analysis, follow-up of implementation, return on investment (ROI). • Ensure that proposals and advices to member countries are in line with INTERPOL strategy and compliant with INTERPOL rules and procedures. • Supervise the review of the solutions used by the member countries and propose improvements when necessary and applicable. • Ensure the coordination with private partners and companies assisting INTERPOL and its member countries in the delivery of our Products, Tools, and Services : • Ensure the proper and smooth “hand over” of INTERPOL Products after they have been completed, released and properly validated by other INTERPOL entities. • Supervise the assistance provided to member countries in keeping operational, implementing and upgrading their secure network communications. • Coordinate the technical activities and provide guidance to Deployment Officers involved in various projects. • Ensure that manuals and technical documentation are kept to date and appropriate for the use of NCBs and member countries. 1.2 Co-ordinate and monitor the activities of the Regional Bureaus (RB) technical support analysts: • Co-ordinate the tasks of Regional Bureaus technical support staff linked to the daily activities of the Bureau. • Co-ordinate their activities in regards with requests from other directorates regarding training sessions, conferences, etc., and assistance to member countries. 1.3 Monitoring the NCBs global activities regarding the use of INTERPOL information systems, Products, Tools and Services. Ensure interim functions when Assistant Director is absent and perform any other related duties as required by the supervisor.
2 REQUIREMENTS
All candidates will be assessed on the under mentioned requirements.
2.1 Training/Education required• Higher university degree or equivalent in engineering, general information technology, computer science and project management. 2.2 Languages • Professional fluency in English and French 2.3 Experience required • 10 years within Information Systems unit or dealing with IT Users’ requirements. 2.4 Specific skills required • General information technology and microcomputer knowledge. • Knowledge and experience in the areas related to the primary duties and requirement collection and analysis. • Good understanding of IT infrastructure, industry standards and practices concerning cloud computing, networking, business process, encryption, messaging, web protocols, operating systems , authentication, IT products management and lifespan. • Knowledge in security technology. • Good understanding of recent IT technologies, concepts, models, opportunities and threats. • Good understanding of core Internet protocols and services; • Knowledge of the principles, practices and processes of ITIL for service management. 2.5 Special aptitudes required • Staff management and high interpersonal skills, particularly in a multicultural environment; • Demonstrated team working; • Thoroughness, sense of initiative, sense of diplomacy, sense of details; • Strong communication and analytical skills; • Analytical and deductive approach; • Ability to work independently and under pressure; • Interpersonal skills.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Working knowledge in Spanish.
3 WORKING CONDITIONS
• Remuneration for appointment on contract: The starting salary for Grade 4 is EUR 4 284 € per month for a step 1.• The successful candidate may be offered appointment on a higher step depending upon professional background and experience.
