CA-USA is a subcontractor to the Partnership for Supply Chain Management (PFSCM) on the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity, ensuring that accurate supply-chain information is collected, shared, and used. SCMS provides quality, affordable, health care products to those who need them.
Role & Responsibilities
The Laboratory Logistics Specialist will support the activities strengthening logistics management systems and improvement of supply chain management systems of the Ministry of Health, partners and other treatment facilities for laboratory commodities supporting the National HIV/AIDS program. This position reports to the Laboratory Logistics Advisor and is based in Gaborone, Botswana.
Specific Responsibilities
- Provide overall laboratory supply chain management technical assistance support to the MOH, NHL, CMS, other partners and all Service Delivery Points.
- Provide support to the Botswana Central Medical Stores (CMS) in addition to the NHL for all components of the logistics cycle including product selection, quantification, procurement distribution and inventory management of HIV/AIDS related laboratory reagents and supplies for all sites.
- In collaboration with the NHL and Logistics Management Unit (LMU) in CMS, monitor the functioning of the laboratory commodity distribution system, ensuring that stock outs and overstocks at the laboratories and testing centers are avoided or kept to the minimum.
- Provide technical assistance to multi-stakeholder groups including the MOH, partners & CMS in the forecasting and quantification of laboratory reagents and related commodities as well as the preparation of procurement plans.
- Support the NHL for the procurement, management and distribution of HIV/AIDS related laboratory reagents and supplies to all sites as well as the transfer of commodities to CMS as well as the management of their LMIS.
- Collaborate with and support the LLA in providing independent assessments in an advisory capacity to the MOH, CMS and NHL.
- Develop and conduct on-the-job trainings and other laboratory logistics training workshops for treatment site staff and other partners in order to improve forecasting, storage and distribution, and inventory control of laboratory reagents and supplies.
- Provide one-on-one training and mentoring to SDP staff in effective laboratory supply chain management practices.
- Support treatment sites in the institutionalization of various tools and operating procedures in the management of laboratory reagents and other related supplies used in HIV prevention, care and treatment.
- Support the LLA in the creation of a system for tracking and reporting on laboratory supply transactions, development of SOPs and a training curriculum for Service Delivery end users as well as facilitate use of the system throughout the supply chain.
- Collaborate with the LMU to implement and entrench durable and robust automated LMIS tools and systems for the management of laboratory reagents and consumables that are appropriate to the supply chain management needs of laboratory commodities in line with NHL standards.
- Regularly consult with the Laboratory Logistics Advisor on developments in and activities concerning the logistics system for laboratory reagents and supplies at sites and supporting the LLA in proactively identifying risks, capacity gaps and areas to maximize efficiencies.
- Work closely with the Laboratory Logistics Advisor and other Project Advisors and Specialists to design and harmonize all commodity logistics systems that support ART, VCT and PMTCT programs as well as the development and monitoring of appropriate/adequate budgets to support procurement and technical assistance to the MOH Lab Systems activities.
- Provide support to USG-supported HIV IAIDS projects, as necessary.
Any other duties as appropriate to the position, and as assigned.
Qualifications
- Degree in medical or clinical laboratory technology, public health, public administration, business administration, logistics or a related field required.
- Demonstrated work history representing, liaising, and collaborating with government, private, and non-governmental organizations.
- Knowledge of Microsoft Office Suite applications, including Word, Excel, Project, Visio and PowerPoint.
- Fluency in English required including excellent reporting and writing and communication skills in English.
- Training in logistics management will be an added advantage.
- Work experience in Botswana preferred.
- Three or more years’ experience in logistics management, warehousing or distribution operations, preferably in the medical, clinical laboratory or pharmaceutical industries.
- Strong analytical skills, including the ability to analyze business processes, information systems, organizational policies, and human resources to determine weaknesses in processes and propose changes.
- Experience with procedures for internal and external quality control, total quality management or Six Sigma.
- Experience with ISO certification practices a plus.
- Must demonstrate personal attributes such as loyalty and integrity in addition to being resourceful and flexible, which is inherent in this position.
