SALARY: D3 (P209, 868.00 – P190, 104.00 per annum)
LEAVE: 30 working days per annum
BENEFITS: Optional contributory Medical Aid Scheme with the Botswana Public Officers Medical Aid Scheme (BPOMAS – Government pays 50% and employee pays 50%). Contributory Pension Fund Scheme with 15% of basic salary being Government contribution whilst the employee contributes only 5%.
QUALIFICATIONS: Bachelor’s Degree in Business Administration (Accounting), Associated
Accounting Technician (Level 4).
Accounting Technician (Level 4).
EXPERIENCE: A minimum of eight (8) years’ post graduate working experience, two (2) years of which should have been at the level of D4 Grade in the Administration/Accounts Section. Preference will be given to those who have worked in the Admin Accounts within the Botswana Public Service.
TERMS OF EMPLOYMENT: Permanent and Pensionable
MAIN PURPOSE OF THE JOB:
Co-ordinates, guides, and facilitates proper financial management in the Department.
DUTIES:
1. Facilitates management of Administration Accounts Section by interpreting and ensuring compliance to the Public Service Act and Regulations, General Orders, Directives, Circulars, Financial Regulations.
2. Facilitates the preparation of recurrent and development budgets, manpower allocation process and project review proceedings.
3. Monitors the budget expenditure to ensure appropriate utilization.
4. Coordinates the Departmental budget for incorporation into Ministerial budget.
5. Checks and verifies information related to material and financial estimates for budgetary planning exercises.
6. Monitors the financial situation and makes recommendations to the Accounting Officer for additional allocation of funds through virements
7. Reconciles the establishment registers with estimates for personnel emoluments to resolve any discrepancies between Accountant General payroll/employment records
8. Prepares sub-warrants to outstations
9. Ensure processing of payment vouchers, imprest claims and follow for retirement thereof
10. Maintains internal departmental accounting records, up keep of vote’s ledgers and other relevant financial records.
11. Ensures that there are monthly reconciliation of votes ledgers and accounts records
12. Formulates replies to Audit and Public Accounts Committee queries and makes follow-ups on the outstanding cases.
13. Checks payment vouchers for accuracy and ensures correct expenditure allocations based on the approved budget
14. Plans, directs and coordinates the work of the subordinates and provides administrative support.
15. Undertakes any other related duties as required to meet the exigencies of the service
