Senior Short Term Expert - Protocol Monitoring Guidelines

Mazars is currently implementing a long term contract funded by EuropeAid, and based at the SADC secretariat in Botswana. This project deals with institutional capacity building of the SADC secretariat.

As part of this contract, we are currently looking for a Senior practitioner for a short term mission with a total input of 38 worked days, to be based at the SADC Secretariat in Botswana. The objective of this mission is to finalise the protocol monitoring guidelines as an effective tool for collecting relevant information with the respective member states on the domestication and implementation of provisions contained in SADC protocols. 

Qualification and skills

Required:

i. Experts should preferably have a University Degree of at least four years in Institutional Development, Economics, Statistics or equivalent in related subject;

ii. Preferably experiences in using or managing data bases or statistical packages;

iii. Must be computer literate: Competency in word processing and spread-sheet applications is essential;

General Professional Experience

Required:

i. The expert must have at least ten (10) years of professional experience advising in economic and social development, of which at least two must be in Sub-Saharan Africa;

ii. Previous experience in the Regional integration Development programmes for a major donor is essential. 

Specific Professional Experience

Required:

i. Extensive Experience in development and implementation of planning and monitoring evaluation systems;

ii. Experience in development and implementation and monitoring of protocols, MOU and other legal instruments, using participatory approaches is essential;

iii. Strong communications and experiences in preparation of guidelines and training documents, and ability to present at workshops at managerial and technical levels.

Preferred

i. Previous experience in the SADC Region would be an advantage;

ii. Knowledge of, and experience in the use of, project cycle management processes would be an advantage;

iii. Prior experience of ACP-EU cooperation, particularly in the implementation of EDF-financed projects would be an advantage;
