INTERPOL is the world’s largest international police organization, with 190 Member Countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for one qualified candidate as Principal Policy Assistant within the International Partnerships and Development Directorate.
INTRODUCTION OF POST
Under the direct supervision of the Assistant Director of International Partnerships and Development (especially the I-Checkit pilot project), and more specifically focusing on the Partnership area, the incumbent will provide assistance in the production of strategic and policy analysis; policy development and implementation; targeted research; review and development of speeches and other policy communication tools; public and private sector outreach; concept development and partnership negotiations with I-Checkit pilot phase partners.
Reporting to the International Partnership and Development Director, the Principal Policy Assistant acts as a key driver for assessing and developing strategic partnership opportunities with international organizations, governments and the private sector. Through international partnerships, the Principal Policy Assistant seeks opportunities to market and promote the work of the organization as well as securing revenue generation with a special focus of implementing the framework of the I-Checkit pilot project.
The incumbent will assist in the execution of a comprehensive communications and marketing strategy to support the objectives of the Organization.
1 PRIMARY DUTIES
1. To assist in the research and production of analytical reports and assessments on various policy issues, organizational issues and national political and economic issues, linked to establishing external partnerships and policy implementation, especially with the I-Checkit pilot project.
2. To assess and identify business opportunities and to build up relationships with external partners; preparation and coordination of meetings with potential partners with appropriate follow-up to ensure implementation of effective strategies in line with INTERPOL’s mission, vision and values. 3. To liaise with INTERPOL directorates to facilitate internal discussions and consultation to identify and agree on coordinated and coherent fund raising initiatives and activities linked to INTERPOL external partnerships and event sponsorship. 4. To maintain close professional relationships with all internal and external stakeholders to ensure the smooth execution of partnerships activities and network with external stakeholders to obtain relevant information, documentation, and/or advice to facilitate the partnership implementation. 5. To participate in international conferences, represent INTERPOL in business opportunities meetings and make presentation on the Directorate’s activities. 6. To participate in the development of a consistent and coordinated INTERPOL public-private partnership strategy; and ensure the wide dissemination and visibility of internal standards and procedures. 7. To coordinate internal and external meetings, including proposing the agenda, preparing meeting documentation and materials, ensuring participation and effective and timely follow ups. 8. To maintain a detailed knowledge of the activities, strategies and tactical objects and assist the Assistant Director in the formulation of an overarching engagement strategy concerning the public and private sector. 9. To perform independently all other duties as may be directed by his/her hierarchy regarding to the planning, management and implementation of the Sub-directorate activities. 10. Performs any other related work as assigned. 11. To develop concepts, financial and business plans for new possible partnerships between Interpol and external and/or private sector entities. 12. To prepare basic due diligence reports on possible private partners.
2 REQUIREMENTS
All candidates will be assessed on the under mentioned requirements.
2.1 Training/Education
• Master degree in Politics, International Relations or business.
2.2 Languages
• An excellent command of English and French both oral and written;
2.3 Experience
• At least 3 years’ experience of policy research and analysis, preferably in a formal setting such as one or more of the following: international organization, private sector entity, governmental agency or law enforcement agency.
2.4 Specific skills
2.4.1 Computer Knowledge
• Strong computer skills. Ability to exploit internet and other electronic sources for the collection of open source information. In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
2.5 Assets:
• Knowledge of the Organization’s constitution, rules and regulations; • Good awareness of the Organization’s partnerships scope; • Proficiency in a third official working language of the Organization (Arabic or Spanish); • Knowledge about Private and Public Partnerships (PPPs’); • Knowledge about I-Checkit. 2.6 Special aptitudes required • Personal and professional maturity; • In depth reasoning skills in a global approach manner; • Ability to maintain objectivity and apply logical reasoning • Ability to work in teams as well as individually; • Ability to work under pressure; • Good social skills, particularly in a multicultural environment; • Initiative, creativity (original thinking) and curiosity; • Ability to synthesize; • Good listening skills; • Ability to work independently with minimum supervision; • Sound management skills; • High sense of initiative and problem solving skills. • Ability to work with high workload. 3 WORKING CONDITIONS • Remuneration for appointment on contract: The starting salary for Grade 6 is EUR 2873 € per month for a step 1. • The successful candidate may be offered appointment on a higher step depending upon professional background and experience. * The Organization plans to establish a Global Complex in Singapore by the last quarter of 2014. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
** This position is financed by funds external to the Organization. Thus, any subsequent extension is subjected to availability of funds and appointment may be terminated at any time upon availability of funds.
