Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of the Programme of Action for Cancer Therapy (PACT) and the Division of Programme Support and Coordination. It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy.

The Division of Programme Support and Coordination is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the technical cooperation programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Finance and Information Management Section is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.

Main purpose

Reporting to the TC Finance Unit Head, the incumbent leverages technical knowledge of the Oracle PPM Work Breakdown Structure (WBS) for individual projects, the Award structure of the IAEA and financial reporting requirements of Donors to provide advice on the project structure including final solutions for ensuring the reporting requirements for donors and internal IAEA clients are met. He/she serves as a liaison with the AlPS Support Unit (ASU) and the departmental focal point on Enterprise Resource Planning (ERP) user training and support. The incumbent provides analytical input into interpretation of OBIEE reports for financial management and procurement requisitioning issues.

Role

The incumbent is: a knowledge contributor, providing technical expertise and support related to the Oracle module for the TC (Finance/Programme Project Module (PPM)) process, procurement requisitioning and OBIEE reporting.

Partnerships

The incumbent liaises and collaborates with all levels of staff of the IAEA's Department of Technical Cooperation, with senior management, with staff from other departments including MTIT's ASU and MTBF.

Functions / Key Results Expected

  • Using data extracted from ORACLE OBIEE reports and combining project specific attributes from TC Systems, advise section management on the level of detail granulation possible to meet the donor and IAEA reporting requirements. Prepare and analyze the reports and offer recommendations to management regarding project implementation and Award utilization, which is performed monthly for donor contributions.
  • Identify the most effective ways to extract the data from OBIEE reports. Create WBS for individual projects in coordination with respective Project Managers that lead to adequate donor reporting directly from OBIEE reports.
  • Provide AlPS/ORACLE Application support, delivering solutions for incident resolution and identifying business process improvement opportunities. He/she will provide training to Technical Officers in initiating purchase requisitions and to Project Management Officers in establishing their WBS so that the financial status of mixed funded projects can be reported. He/she will analyse the allow-ability of expenditure under donor funded activities and advise the Section Management on potential risk. He/she will prepare when necessary the expenditure identification changes and follow-up with other Divisions on the closure of purchase orders.
  • Provide ad-hoc financial reports.
  • Working together with a NOETIX developer, he/she will manage the development of TCFIMS financial monitoring dashboard and the creation and development of new reports based on his/her recommendations to enhance the financial management of the Technical Cooperation Programme (TCP).

Knowledge, Skills and Abilities

  • Commitment to integrity in the use of TCP financial resources.
  • Thorough understanding of the financial PPM module and OBIEE reporting aspects of an ORACLE ERP.
  • Knowledge of and ability to apply and interpret the Financial Regulations and Rules of the IAEA.
  • Knowledge and understanding of International Public Sector Accounting Standards (lPSAS).
  • Ability to work with staff at all levels to ensure compliance with policies, procedures and financial regulations/rules.
  • Knowledge of extra-budgetary contribution budgeting and reporting, preferably in an international setting.
  • Commitment to working in teams and excellent interpersonal and communication skills.
  • Ability to communicate with and train TCP stakeholders in financial matters affecting the TCP.
  • Ability to establish and maintain effective working relationships with IAEA staff at all levels.
  • Demonstrated ability to facilitate work in a team environment involving scientific, technical and administrative staff and to build and maintain collaborative partnerships across organizational boundaries.
  • Proven ability to work in a multicultural environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • University degree in Business Administration, Accounting, Commerce or Finance desired.
  • Minimum of five years of related professional experience, financial monitoring and reporting modules essential.
  • Ability to work under close deadlines conditions.
  • Proven verbal and written communication skills in English. Knowledge of another UN official language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 720*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
