SALARY SCALE: E2, 306,780 – 319,164 per annum
LEAVE: 30 working days per annum.
Applications are invited from suitably qualified citizens for the position of Assistant Accountant General (Procurement) tenable within the Ministry of Finance and Development Planning.
BENEFITS:
(a) - Optional contributory Medical Aid Scheme (Government pays
50% and the employee pays 50%).
(b) - A contract of 24 to 36 months, with gratuity at the rate of 25% payable upon expiry of the contract.
QUALIFICATION: Degree in Procurement, Purchasing and Financial Management/ CIPS
EXPERIENCE: At least fourteen (14) years post qualification work experience with 2 years at D1 level. Should have knowledge of government procurement systems as well as knowledge of the government procurement policy and procedures, and other relevant procurement Acts.
MAIN PURPOSE OF THE JOB:
To develop, manage and issue guidelines and procedures regarding the procurement of goods and services to ensure proper management and supervision of the procurement process and detailed appreciation and understanding of procurement principles.
DUTIES
• Establishes quality standards and individual targets and quality control over activities of the Division.
• Develops staff capabilities through training and development plans.
• Implements appropriate Divisional related processes and procedures consistent with the organizations’ overall policies and procedures which will enhance efficiency, productivity, quality of work and service to end users.
• Monitors workflow and makes necessary adjustments to allocation of work and activities of the organisation in order to meet deadlines and end user expectations.
• Promotes the objectives, role and function of the Government Procurement Office process through meetings with stakeholders and other mechanisms, which will enhance understanding.
• Initiates the development of sectoral database and sets parameters for the collection, analysis and storage of data and information, which will enhance the quality of decision-making.
• Liaises with legal advisor on procedural and compliance issues affecting procurement entities and participates in joint discussions or non-compliance issues to resolve problems.
• Liaises with line ministries on sharing of database and enquires that information for capturing into database is extracted from procurement documents and other sources.
• Coordinates drawing of specifications for the stock range in consultation with clients ministries/departments to promote the concept of quality assurance and maintenance of high performance standards.
• Generates activity reports using information from the database and monitors and controls workflow.
• Coordinates the review of bids and recommendations in accordance with the policies and procedures of the Board and subjects these to professional and technical scrutiny.
• Liaises with the Public Procurement and Asset Disposal Board on matters relating to procurement policy by producing informative details on the ability and capacity or otherwise of bidders for major Government supply contracts.
