Project Brief:
Project is in the Commissioning phase of Dry-Cooled Coal-Fired Power Stations which will include management and supervision of site commissioning activities that will require management resources with technical expertise in implementation and construction of plant integrating generating units and a Distributed Control Systems (DCS) for the equipment installation of turbines, generators, boilers, transformers, condensers and other plant Infrastructure components facilities (water treatment, storage off-load, pipelines and material handling systems).
Location: Northern and Eastern Areas, South Africa.
Job Description:
Develop Commissioning procedures
- Review plant design to ensure system interfaces are in place and are supported in the design
- Provide inputs for the development of commissioning scope of work with inputs from others.
- Align commissioning plan with project and production plan
- Ensure progress to achieve milestones in accordance with the project plan
- Execute all planned activities according to commissioning programme
- Develop plant commissioning procedures, considering plant design, user requirement specifications, statutory requirements and control philosophy
- Interfaces with all departments to ensure acceptance and approval of commissioning procedures
Commissioning and handover of plant
- Prepare plant for static plant tuning and testing
- Coordinate and control plant in all different and possible conditions to enable mechanical, electrical and C&I disciplines to prove plant performance
- Prove operating procedures and process operation
- Simulate and conditional testing of plant processes for optimum operation and compliance to specification in conjunction with mechanical, electrical and C&I disciplines
- Prove operability of plant and defect identification and correction thereof
- Prepare plant for handover
- Adhering to site-specific standards and procedures
- Test plant physically to prove compliance to design specifications
- Identify design deficiency and list it as a defect and coordinate with the Engineering team to re-look the design and develop a solution
- Coordinate plant safety clearance processes with the use of plant safety regulations
- Verify test results and witnessing of final commissioning
- Preserve commissioned plant systems for future use and requirements
- Control commissioning documentation to ensure availability throughout commissioning phases
- Monitor and record all commissioning activities
Integration with all departments in terms of commissioning
- Ensure milestones are realistic, cognisant of all realistic influences and determined by consensus
- Ensure all documentation and interface designs has been confirmed with site-specific information
- Ensure that the commissioning activities are in line with and performed in accordance with the laid down quality plan
- Witnessing functional testing of new and/or refurbished plant
- Form part of an accredited group, where applicable who are responsible for ensuring safe commissioning of power plant projects
- Check that all work pertaining to functional area of control is on track according to the project master plan
- Submit notification to carry out pre-start checks and commission the systems
- Check that tests are being executed according to the test plans and procedures
- Coordinate all commissioning tests as per requirements on all plant
- Interact and liaise with all stakeholders, planners, project and system engineers, contractors and the client office throughout the commissioning process
- Communicate constantly with the planners on the workflow activities and any changes to the commissioning project plan
- Ensure that the Lead and Commissioning Engineer is furnished with all information that might impact commissioning of the project in terms of time and develop strategies to avoid late delivery
- Develop and maintain good relationships with key role players and client decision makers
- Provide direct support to Operations departments relating to maintenance during the commissioning
Comply with Safety, Quality and Environmental requirements
- Accept responsibility in terms of the relevant statutory Occupational, Health and Safety Act appointments
- Ensure adherence to safety standards and quality management systems
- Develop appropriate quality and safe Work Instructions, Procedures and Processes applicable to the relevant discipline under his/her control
- Ensure the development of test and commissioning programmes
- Comply with safety standards and quality control systems
- Implement and apply quality plans
- Adhere and align to relevant client’s safety, health, environment and requirements
Documentation process control
- Scrutinises documentation accuracy before commissioning is recommended and executed
- Controls, maintains and recommends all commissioning documents
Risk Analysis to overall plant during commissioning
- Conduct technical risk assessments and formulate appropriate mitigating action plans
- Participate in technical / fault finding investigations, and making recommendations during troubleshooting
- Assimilate plant data, recordings, logs and other relevant information pertaining to plant problems
- Liaise with colleagues, client staff, peers, external specialists and by consulting applicable literature
- Coordinate the compilation of professional and comprehensive reports to determine to root cause analysis of incidents
- Perform fault and other simulations to reconstruct plant occurrences
- Risk analysis on plant and operation in a safe manner and environmental policy
Provide technical support and assistance
- Comment and make recommendations on current operating procedures and practices
- Develop and review commissioning procedures
- Provide expert input to solve plant problems
- Guide and advise plant operating staff during the commissioning phase of the project
- Coach and give guidance and training to client staff to be able to operate the plant.

Qualifications, Competencies and Experience:
- National Diploma or equivalent coupled with 4 Years technical experience
- Innovation, analytical and problem-solving skills, Negotiation skills, Contract Administration, Project Management, Risk Management, presentation skills, Good written / verbal communication, Meeting facilitation, Safety, Health, Environment and Quality Knowledge
- Excellent knowledge of large power utilities, its practices, policies and culture.
- Technical competency in the field of Power Plant operating, mechanical, electrical or light current engineering
