Power Plant Electrical Commissioning Engineers, Lead & Manager

Project Brief:

Project is in the Commissioning phase of Dry-Cooled Coal-Fired Power Stations which will include management and supervision of site commissioning activities that will require management resources with technical expertise in implementation and construction of plant integrating generating units and a Distributed Control Systems (DCS) for the equipment installation of turbines, generators, boilers, transformers, condensers and other plant Infrastructure components facilities (water treatment, storage off-load, pipelines and material handling systems).

Location: Northern and Eastern Areas, South Africa.

Specific Duties & Responsibilities: 

• The Commissioning Manager (Electrical) shall be responsible for the safe and efficient commissioning of electrical systems and apparatus to the high standards expected of a Power Utility.The Commissioning Manager shall be responsible for the management and planning of all, inspection, testing and commissioning activities through to hand-over to the operational team.
• The Lead Commissioning Engineer (Electrical) The Lead Commissioning Engineer (Electrical) shall be responsible for the safe and efficient commissioning of electrical systems and apparatus to the high standards expected of a Power Utility.The Lead Commissioning Engineer (Electrical) shall be responsible for the management and planning of designated area, inspection, testing and commissioning activities through to hand-over to the operational team.
• The Commissioning Engineer (Electrical) shall be responsible for the safe and efficient commissioning of electrical systems and apparatus to the high standards expected of a Power Utility.The Commissioning Engineer (Electrical) shall be responsible for the designated area, inspection, testing and commissioning activities through to hand-over to the operational team.

General responsibilities will include, but will not be limited to:-

• Day to day management of the designated area Electrical commissioning team, for the commissioning, installation testing and setting to work of plant, systems and equipment.
• Ensuring that all commissioning activities are carried out in a safe and controlled manner in accordance with the project Health and Safety plan.
• Implementation and Management of the Safe System of Work for electrical systems.
• Day to day management and witnessing as necessary of commissioning activities associated with electrical plant, systems and equipment.
• Preparation and communication of commissioning documentation, scopes of work, technical requirements, specifications, safety procedures, and switching schedules.
• Management of acceptance test plans to ensure that all systems are adequately tested and commissioned. Particular attention is to be paid to all aspects of electrical safety
• Ensure commissioning activities are undertaken in compliance with relevant standards, the contract specifications, and scopes of work.
• Management on the preparation of Method Statements, Risk Assessments, Quality Plans, Inspection and Test Plans, Commissioning Records, Taking over Certificates and other project documentation.
• Address any technical queries raised by the client.
• Actively monitor the commissioning team’s progress against the commissioning schedule ensuring any slippage or incomplete scope is reported and recovery plans are agreed and implemented.
• Coordinate the commissioning activities including vendor co-ordination.
• Hold and chair as necessary, regular commissioning team meetings.
• Responsible for the sound and accurate monthly report that will be carry over to the Client, on the deliverable status and progress of commissioning activities at site.
• Ensure the contractors' safety plans are complete and appropriate and in accordance with industry best practise for bringing electrical plant, systems and equipment on line.
• Liaise with the Client’s Commissioning Team as necessary.
• Participate in technical meetings where necessary.
• Involve and participate in the project monthly and/or weekly meeting.
• Providing daily and monthly progress reports on commissioning activities.

Desired Skills and Experience

Requirements: A degree/diploma qualified Electrical Engineer with experience in electrical construction and commissioning in a large power plant environment.

With a successful track record of managing safe systems of work, inspections, testing and commissioning of similar projects, the candidate shall demonstrate:-

• Excellent knowledge and understanding of all current design and safety legislation relevant to the commissioning of power station electrical plant, systems and equipment
• Understanding and experience of the client HSE requirements.
• Understanding and experience of the implementation and operation of safe systems of work as an Authorized Person.
• Understanding and experience of key commissioning activities including: Pre-commissioning inspections; Off-load commissioning tests; Pre-energisation inspections; On-load commissioning tests; and Post-commissioning inspections.
• The proven ability to prepare and manage inspection and test plans, commissioning plans, and programmes.
• The ability to manage contractors and sub-contractors, including commercial and technical aspects.
• Risk identification, management and mitigation experience.
• Excellent communication skills at all levels.

Qualifications/Experience

• Bachelor’s Degree/ Diploma in Electrical Engineering
• Member of an Institute of Electrical Engineers an added advantage
• Manager  : Minimum of 20 years post qualification experience, 8 of which to be at Commissioning Manager level.
• Lead Engineer: Minimum of 15 years post qualification experience, 5 of which to be at Lead Commissioning Engineer level.
• Commissioning Engineer: Minimum of 10 years post qualification experience, 3 of which to be at Commissioning Engineer level.
• Ability to use project planning software (MS Project)
• Power station and/or steam turbine knowledge.
