VACANCY CIRCULAR NO. 35 OF 2014 – PRINCIPAL ECONOMIST II (INTERNAL)
Applications are invited from suitably qualified Local Authorities employees for the above mentioned post tenable in North West District Council.
SALARY: D3 (P190 104- P209 868) per annum.
LEAVE: 30 working days per annum.
BENEFITS: Contributory Pension Scheme (Govt pays 15% employee pays 5%)
Optional Medical Aid Scheme (Govt pays 50% employee pays 50%)
30% of basic salary as scarce skill allowance
QUALIFICATION: Degree in Economics or related field.
EXPERIENCE: At least 8 years of work experience, 2 years of which must have been served as Senior Economist.

MAIN PURPOSE OF THE JOB
• To initiate, implement and appraise district development projects/programs and strategies and advise thereof.
DUTIES
• Values any land and properties being acquired or disposed by Council to determine the compensation due.
• Appraises Project Memorandum for planned capital projects.
• Supervises and guides subordinates in accordance with set standards.
• Provides overall guidance on Local Economic Development initiatives and activities.
• Prepares District/Urban Development plans , Annual Development Plans, Project Reviews and Mid Term Reviews
• Monitors and evaluates the implementation of District Development Plans, Annual Development Plans, midterm reviews to ensure adherence to the Plans.
• Provides professional support and guidance to District/Urban Development Committee and its sub-committees.
• Analyses data on council debt and reserves and recommends appropriate management and investment alternatives
• Provides guidance in financial resourcing to key stakeholders.
• Identifies alternative alternative sources of revenue for to broaden Council revenue base.
• Undertakes any other related duties as directed by management.
