Expert - Four pillar assessment

Mazars is currently implementing a long term technical assistance project at the SADC Secretariat in Botswana. As part of this, we are looking to recruit a senior short term expert to carry out a four pillar assessment as required by the EU financial regulations for the 11^th EDF.

 Qualifications and Skills
Must have a University Degree of at least four years in Accounting, Finance, Economics Public or Business Administration or equivalent in a related subject.
Must be computer literate Competency in word processing and spread sheet applications is essential/
A Master’s Degree in Business Administration or Financial Management will be an added advantage
General Professional Experience
Minimum of 10 years of related professional experience, and at least three years of experience in PFM related field
At least five years experience in the area of institutional Assessment with public and private sector institutions
Specific Professional Experience
Professional experience in EC pillar institutional assessment of International Organisations under joint-financing mode
Proven expertise and substantial experience in one or more key areas of public financial management, in particular internal controls.
Strong expertise and knowledge of institutional change, challenges of policy reform, public sector reform and capacity building in sub Saharan countries would be an asset
Demonstrable expertise in having performed a similar assessment in regard to EC Pillar assessment in a public institution or International Organisations would be an advantage.
