Purpose of the Position
Under the guidance of the Chief of Regular Recruitment, the incumbent of this post will support the implementation of UNICEF's Medium Term Strategic Plan (MTSP) by partnering with a subset of client managers to focus on all aspects of recruitment and selection - including workforce planning, sourcing, recruitment strategies, and partnering with senior HR managers and staff in the implementation of these plans, ensuring the delivery of timely and quality HR Recruitment support for the client group.
Key Expected Results
- In line with HR strategy and HR frameworks, the incumbent will ensure that client areas have workforce plans in place including forecasts of future needs, talent pools, succession plans and resourcing including rotation and recruitment. The incumbent is expected to provides advice, statistical data and other inputs to these plans including key staff data, talent pool information, diversity, retirements and rotation inputs. Moreover, the incumbent is expected to proactively partner with the assigned client groups on their specific recruitment and selection needs for staff at the international level - as well as any assigned requirements at the general service level for NYHQ.
- The incumbent will support and participate in the development and streamlining of the current recruitment processes. The incumbent will advise assigned client managers and staff on the selection processes and policies, systems approaches and methodologies for recruitment and selection. Moreover, the incumbent will be expected to utilize UNICEF's e-Recruitment systems for processing recruitment and selection cases, maintaining and building existing talent groups and promoting direct selection modalities to client managers. The incumbent is also expected to partner effectively with HR Managers on outreach initiatives for respective client functional areas. In relation, the incumbent will also explore the possibilities of outside networks and academic institutions to build potential candidate pools within the client functional areas.
- In order to meet the organizational requirements related to recruitment and staff selection and to ensure that partnership-building initiatives are fully incorporated into all areas of the recruitment process, the incumbent is expected to: (a) Ensure that key HR programs and products are implemented efficiently in support to the clients' business needs and assure that they are well understood by Line Managers. Ensure a full understanding of the client's requirements for respective job profiles, targeted vacancies, etc.; (b) Undertake the short-list screening of applicants and identify suitable candidates for the shortlist in close collaboration with client groups.; (c) Review applications and respective candidate profiles against UNICEF Vacancy Announcements, Competencies, Job Descriptions and accordingly finalize and communicate the short-list of candidates (i.e. recruitment package) to hiring offices; (d) Provide guidance on the review of recruitment packages for the Selection Interview Panel and participate in interview panels where necessary; (e) Ensure that relevant HR policies and procedures are followed in the selection and review processes for equal and fair treatment of staff, while highlighting diversity and inclusion aspects throughout the recruitment process; ( f ) Upon completion of the process, ensure that relevant selection process documentation and related information is uploaded to e-Recruitment for review by the Central Review Body (CRB).
- Provide advice/feedback to all clients as well as potential candidates and support them in understanding HR policies and processes. Reach out and promote feedback mechanisms for clients to influence the continuous improvement of HR services. Understand staff opinions and anticipate their needs and concerns vis a vis recruitment and selection.
- Bring back feedback and experiences from the clients to the HR team, in order for the team to propose suggestions to the larger HR community, with a view to improve UNICEF's overall HR services. Participate actively in specific functional and cross - functional HR initiatives and projects. Make regular contributions to the improvement of HR plans and services. Support the communication and sharing of best practices across functions to facilitate continuous improvement.
- Provide professional leadership and supervision to assigned GS staff and consultants. Maintain standards for improving self and organizational performance. Ensure continuous learning and updating of professional skills. Contribute to the development of Technology and its utilization by HR and clients.
- Any other responsibilities as assigned by the supervisor in support of meeting the objectives of the Section's work plan.
Qualifications of Successful Candidate
- An advanced university degree (Master's) in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or a directly-related technical field(s) is required.
- A minimum of eight (8) years of relevant experience in HR Management and Staff Development, with prior hands-on experience in Recruitment and Selection, is required.
- Previous experience in supervisory capacity is required.
- Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.
