Project Brief:
Project is in the Commissioning phase of Dry-Cooled Coal-Fired Power Stations which will include management and supervision of site commissioning activities that will require management resources with technical expertise in implementation and construction of plant integrating generating units and a Distributed Control Systems (DCS) for the equipment installation of turbines, generators, boilers, transformers, condensers and other plant Infrastructure components facilities (water treatment, storage off-load, pipelines and material handling systems).
Location: Northern and Eastern Areas, South Africa.
Job Description:
The Lead Commissioning Engineer (Integrated Security Systems)shall be responsible for the safe and efficient commissioning of Integrated Security Systemsand apparatus to the high standards expected of a Power Utility.The Lead Commissioning Engineer (Integrated Security Systems)shall be responsible for the management and planning of designated area, inspection, testing and commissioning activities through to hand-over to the operational team.

- Day to day management of the designated area commissioning team, for the commissioning, installation testing and setting to work of Integrated Security Systems plant and equipment.
- Ensuring that all commissioning activities are carried out in a safe and controlled manner in accordance with the project Health and Safety plan.
- Ensure that any accidents, incidents and near misses are dealt with and reported in accordance with the project Health and Safety plan.
- To stop any work or activity considered unsafe or inappropriate
- Implementation and Management of the Safe System of Work for Integrated Security Systems.
- Day to day management and witnessing as necessary of commissioning activities associated with Integrated Security Systems and power systems.
- Preparation and communication of commissioning documentation, scopes of work, technical requirements, specifications, safety procedures, and switching schedules.
- Review and accept test plans to ensure that all systems are adequately tested and commissioned. Particular attention is to be paid to all aspects of electrical safety
- Ensure commissioning activities are undertaken in compliance with relevant standards, the contract specifications, and scopes of work.
- Preparation of Method Statements, Risk Assessments, Quality Plans, Inspection and Test Plans, Commissioning Records, Taking over Certificates and other project documentation.
- Address any technical queries raised by the client.
- Actively monitor the commissioning team’s progress against the commissioning schedule ensuring any slippage or incomplete scope is reported and recovery plans are agreed and implemented.
- Coordinate the commissioning activities including vendor co-ordination.
- Hold and chair as necessary, regular commissioning team meetings.
- Prepare and submit a monthly report to the Commissioning Manager, of the status and progress of commissioning activities.
- Ensure the contractors' safety plans are complete and appropriate and in accordance with industry best practise for bringingIntegrated Security Systemson line.
- Liaise with the Client’s Commissioning Team as necessary.
- Participate in the project monthly and/or weekly meeting and technical meetings where necessary.
- Providing daily and monthly progress reports on commissioning activities.
Desired Skills and Experience
Requirements: A degree/diploma qualified Security Systems Engineer with experience in Integrated Security Systems construction and commissioning in a large power plant environment.The role requires a sound technical understanding of networking telecoms and integrated security technologies including Fire Alarm, Fire & Gas suppression, Access Control, CCTV, Vehicle Search Systems, Physical Access Devices and Control Centre Integration.
With a successful track record of managing safe systems of work, inspections, testing and commissioning of similar projects, the candidate shall demonstrate:-
- Excellent knowledge and understanding of all current design and safety legislation relevant to the commissioning of Integrated Security Systems.
- Understanding and experience of the client HSE requirements and also of the implementation and operation of safe systems of work as an Authorised Person.
- Understanding and experience of key commissioning activities including: Pre-commissioning inspections; Off-load commissioning tests; Pre-energisation inspections; On-load commissioning tests; and Post-commissioning inspections.
- The proven ability to prepare and manage inspection and test plans, commissioning plans, and programmes.
- Ability to manage contractors and sub-contractors, including commercial and technical aspects.
- Risk identification, management and mitigation experience.
- Excellent communication skills at all levels.
Qualifications/Experience
- Bachelor Degree/ Diploma in Security Systems Engineering (Telecoms, Electronic Engineer etc.)
- Member of an Institute of Security Systems Engineers an added advantage
- Minimum of 15 years post qualification experience, 5 of which to be atLead Commissioning Engineer level.
- Ability to use project planning software (MS Project)
- Power station and/or steam turbine knowledge.
