Terms of Reference
1. Background
Peace Brigades International (PBI) is seeking a fundraising consultant to evaluate the organisation’s current fundraising strategies, approaches and resources and identify how best to invest PBI’s resources to maximise income generation.
PBI is a non-governmental organization, registered in the USA, which protects human rights and promotes nonviolent conflict transformation. We provide protection, capacity building and other support for threatened human rights defenders and displaced communities striving to promote social justice and human rights in areas of violent conflict. Our current field projects are in Colombia, Guatemala, Honduras, Kenya, Indonesia and Mexico.
PBI project work is supported by a network of 16 country groups in Europe, the Americas and Australia, who carry out volunteer recruitment, advocacy and fundraising, and a small international coordinating office in London. PBI uses a non-hierarchical model of organizing and decisions are made by consensus.

2. Scope and purpose of Consultancy
PBI’s main income is from institutional grants and private trusts and foundations. A small proportion of funding comes from other sources, such as churches and individual giving.
Fundraising is organised by geographic location. Most funds are raised by PBI’s country groups and by field projects directly. Multi-jurisdictional donors and donors based in countries where PBI does not have an established presence are the responsibility of the International Secretariat.
The consultant’s role will be to review PBI’s current and recent fundraising strategies, approaches and resources, identify successes, challenges and gaps, and provide recommendations on where and how to invest PBI’s resources in order to maximise income generation for the global organisation, including PBI’s Field Projects, Country Groups and International Secretariat.
The key objectives of the fundraising consultancy will be to:
- Review existing fundraising strategies, policies, practices, resources and capacities across PBI;
Drawing upon the research that has been carried out to date, identify current opportunities and potential for raising new funds for the global organisation, including PBI’s Field Projects, Country Groups and International Secretariat;
- Identify whether any changes to PBI’s fundraising approaches might be needed in order to maximise opportunities to raise funds for the global organisation, without jeopardising strategies that are working for individual entities;
- Formulate clear recommendations about how and where to invest in fundraising in the next five years.
The key tasks are to:
- Through background reading and orientation by relevant people within the organisation, develop a sound understanding of PBI’s current fundraising strategies, policies, practices, resources, capacities and current sources of incomes for PBI’s global organisation including projects, country groups and the international structures;
- Conduct research with key people across the organisation (Fundraisers, Project Coordinators, Country Group Directors, International Office staff and members of PBI’s board with significant fundraising experience) to gather information about fundraising potential and opportunities for fundraising for the global organisation (including concrete proposals for investment of funds, and any changes to existing strategies, norms, policies, practices and resources that would be needed to make this possible);
- Draw on this research and the consultant’s own expertise to identify concrete successes, gaps and weaknesses in PBI’s current fundraising strategies, policies, practices and resources, and propose how these should inform PBI’s fundraising strategy in the next five years;
- Produce a report and recommendations for PBI.
Outputs
A detailed report containing the Consultant’s findings and recommendations. The report should indicate where the greatest potential and opportunities lie for raising new funds and recommend how best to invest PBI’s resources to maximise income generation for the global organisation. It should consider any changes needed, in the short-, medium- or long-term, to PBI’s overall fundraising strategies, policies, practices and resources in order to achieve the maximum return on investment.

5. Duration and Timeline
The Consultancy will begin on June 1st and be completed by July 31st 2014.
5. Supervision and Guidance
The Consultant will be expected to be self-motivated and able to work independently. S/he will be supervised and supported by a small committee, who will provide a general induction to the work of PBI, relevant background documents, and links to the relevant PBI entities and individuals across the wider organisation.
6. Person specifications
Essential
Ø At least 5 years’ fundraising experience including experience of developing fundraising strategy for INGOs and a range of fundraising approaches
Ø Experience undertaking fundraising evaluations
Ø Excellent organisational and time management skills
Ø Excellent report writing skills
Ø Excellent spoken and written English
Ø Availability to fulfil the role and tasks within the stipulated timeframe
Desirable
Ø Experience of fundraising for the international human rights sector
Ø A good command of spoken and written Spanish
Ø Understanding of consensus decision-making

7. Terms and Conditions
A one-off fee of 3,750 USD (250 USD x 15 days) will be paid on satisfactory completion of the assignment.
