Industrial Relations Officer

Duties and Resposibilities

1. Provide technical support and assistance to membership with grievances or in dispute with their employers, to ensure that such grievances or disputes are settled speedily in the interests of members.
2. Responds to requests for assistance and analyses cases.
3. Assists members to respond to charges or raise grievances by providing the necessary technical knowledge to prepare documents and evidence.
4. Represent members in cases and argues merits of cases.
5. Follows up cases to ensure compliance with procedures and writes to employers to point out failure to comply with agreements, procedures and terms and conditions of employment.
6. Liaises closely with Legal Officer on legal issues and advices members of their rights.
7. Monitors implementation of terms and conditions of employment to ensure compliance with procedures and the equitable treatment of members.
8. Liaises with other Unions in IR issues which cut cross the public sector to ensure a coordinated approach.
9. Promote avail feedback to the aggrieved about the status of their grievances.
10. Put into place a process for members to report grievances and disputes and support systems at branch level to ensure members have access to professional assistance.
11. Take minutes for grievance meetings and dispute resolution hearings
12. Propose meetings for grievances that require facilitation/conciliation.
13. Prepares legal options for cases that need to be pursued through courts and briefs Attorneys accordingly.
14. Proactively monitor operation of the case management system and ensure appropriate intervention by users and update the database as and when new development occurs.

Undertakes such other related duties as directed by supervisor.

Qualifications and Requirements

- Degree in Human Resource Management or Industrial Relations or related area.
- At Least two (2) years' experience as an HR or Industrial Relations officer with a thorough understanding of Botswana labours laws and practices particularly in relation to public sector workers.

Regional Organiser

Duties and Resposibilities

1. Plans and organises the activities of the regional office and agrees annual plan of organising and members' education programme with Head Office and appropriate elected officials.
2. Manages approved office budget and ensures that accurate accounting procedures are carried out to record all transactions and the books of accounts of the region are prepared and submitted monthly.
3. Authorises payments in accordance with delegated authority and approves purchase orders in accordance with procedures.
4. Pro-actively implements regional membership recruitment drives through visiting places of work and addressing meetings.
5. Processes applications for union membership to ensure processes are followed and accurate information is recorded including mandates.
6. Liaises with head office on membership issues to ensure accuracy of membership database.
7. Organises and supervises the election of work place shop stewards and assists shop stewards to stablish manage relationships with employer.
8. Provides shop stewards with technical advice and assistance in managing and resolving members' grievances and work place disputes.
9. Facilitates the resolution of members' disputes through liaison with branch shop stewards and representation structures.
10. Organises member’s education programmes and members' events to promote interest in and awareness of role of the Union.
11. Liaises with other unions in region on matters of mutual concern and participates in joint activities.
12. Encourages members to get actively involved in union and community activities.
13. Represents the union on community based initiatives to ensure positive local image of the Union
14. Liaises with Babereki head office in respect of services to members and raises membership issues with Babereki through appropriate channels.
15. Prepares monthly and other reports as required.
16. Undertakes such other related duties as directed by supervisors.


Qualifications and Requirements

- Preference given to holders of a degree in Social Sciences, Public Administration or related area but must at least have a tertiary qualification in administration and public education related are.
- At least five (5) years' experience in public education, or an NGO environment with a track record of organising , public speaking and administrative skills with knowledge of, and passion for, trade unionism. Knowledge of labour legislation and public sector conditions of employment and IR practices is essential. Previous experiences as a shop steward or other elected union roll will be an added advantage.

Documentation and Records Officer
Duties and Resposibilities

1. Supervises registry, Design & Implement filling classification scheme.
2. Ensure that mail is processed daily in accordance with schedules.
3. Monitors movement of files to ensure security and availability.
4. Maintains registered mail records and incoming-out-going mail registers.
5. Allocates appropriate codes to files and authorises the opening of new files in accordance with accepted registry procedures.
6. Implements file security procedures and ensure that confidential files are managed in accordance with laid down procedures and investigates any potential breach of confidentiality.
7. Liaises with heads of departments on matters relating to the processing and maintenance of specialised documentation to ensure that customer file management requirements and expectations are met.
8. Implements file protection and archival procedures and ensure that all secure files are archived securely.
9. Monitors the provision of office documents management’s services and ensures that all reports, etc are copied collated and bound in accordance with customer requirements.
10. Monitors usage of Union vehicles and ensures that vehicles are services regularly; report abuse of union vehicles.

Qualifications and Requirements

- Degree in Records Management or Library and Information Studies
- At least three (3) years in a supervisory position responsible for the control of registry, and basic office support services.

Procurement Officer
Duties and Resposibilities

1. Receive orders from departments, sources supplies and obtains quotes in accordance with procedures.
2. Negotiates prices in accordance with delegated limits and places orders following authorisation.
3. Receives orders for stock and non-stock items ordered by various departments and processes receipt vouchers, invoices, delivery notes etc in readiness for payment; raises queries on discrepant deliveries and undertakes necessary follow ups.
4. Checks all receipt documents and matches invoices with orders; liaises with accounts section on the payment of suppliers and answers queries on receipts.
5. Checks all items received for quality and specification to ensure goods received are in accordance with user requirements.
6. Carries out physical stocktaking during annual stocktaking and assists in investigation of discrepancies.
7. Inputs receipts data into computerised system and batches and reconciles transactions; maintains accurate filling system of documentation.
8. Reconciles suppliers documentation with purchase orders and processes for payments; resolve suppliers queries.
9. Issues all stock items to users in accordance with requisition and enters issues into system.
10. Checks all requisitions to ensure correctness of codes, quantity, specification, and authorities; maintains files in respect of all requisitions.
11. Records and reports all stock outs and initiates re-ordering of such items.
12. Maintains inventory control process and systems and ensures that all receipts and issues have been entered into system.
13. Monitors utilisation and initiates re-ordering in accordance with pre-determined inventory level.
14. Maintain union asset register and manages all insurance of union assets.

Qualifications and Requirements

- Advanced Diploma in Procurement & Supplies or Supplies Management Procedures
- At least three (3) years' experience in all aspects of supplies management.

Communications and Public Relations Manager
Core responsibilities

- Coordinate, lead and manage BOPEU communication and public relations strategy and functions.
- Be the media contact and liaison officer and generally build and maintain rapport and good, effective working relations with media personnel, editors, reporters and freelancers.
- Lead and supervise a communications team.
- Be responsible for safe custody and use of communications material and equipment.
- Produce, publish and manage Union media, publicity and publications including: advertising, brand and identity, newsletters, magazines, brochures, flyers, leaflets, pamphlets and other promotional literature, websites social media and group email communication (intranet).
- Manage written correspondence and internal communications/memos, between offices and ensure effective information dissemination to members and union structures.
- Manage CSR projects and events, including commemoration of special events.
- Advice Union leadership regarding image, protocol and etiquette.
- To facilitate and support role of Union Spokespersons including Press Releases, and draft speeches, talking points and briefs for Union Executives.
- Lead editing, compilation and packaging of the Union's annual reports.
- Organise and arrange media briefings conferences, public discussions and related educational informative forums.
- Facilitate/Coordinate and storage of newspaper clips, videos, media monitoring and media records. 
- Be responsible for publicity budget and transactions. 

Non-Core Duties

- Contribute to improvement and management of front desk functions, customer relations and Union employee (staff) relations
- Advise and coordinate rapporteuring functions at conferences.
- In consultation with investment wing, advise and manage the strategic use of Union brand material, souvenirs, corporate gifts and merchandise.
- Support the Union's Education, Organising (outreach) and Industrial Relations functions.
- Contribute to external visits, receiving visitors and trade union solidarity.
- Advice and support development of fundraising proposals (grant writing) 

Qualifications and Requirements

Bachelor's Degree in Public Relations, Communications, Media Studies or Journalism, plus a minimum of five (5) years in a Communications or Public Relations environment, with proven practical application of the required skills and competencies. Alternatively, a Master's Degree in the above discipline with three (3) years relevant work experience, Membership to a professional Communications and/or Public Relations body will be an added advantage.
