Project description:
The overall objective of this assignment is to contribute to the smooth and efficient running of the Policy Forum on Development, thus increasing its impact.

The specific objectives (purposes) are:
1. To assist the EC, specifically the unit DEVCO B2, with the preparation, facilitation and reporting of the PFD sessions in 2015-2017.
2. To assist the EC, specifically the unit DEVCO B2, with the logistical organisation of +/- 18 international events in 2015-2017.
3. To provide global and regional networks of CSOs and LAs, members of the PFD, with support for maximizing the effectiveness of their participation in the Forum.
4. To assist the EC, specifically unit B2, in the assessment of the performance of the PFD.

Job description:
The work of the experts will be mostly home based for the whole preparation of the activities. Regular teleconferences will take place between the DEVCO project manager and the contractor.

Qualifications:

Qualifications and skills
• Master’s degree or equivalent 3 years of work experience preferably in communication (but also in politics/international relations/ development cooperation/EU policies and programmes)
• Innovative and creative thinking in relation to communication and capacity development of networks of CSOs and LAs;
• Good knowledge of databases management;
• Excellent writing skills: proved experience in the production of written material;
• Excellent proved knowledge of information and communication technologies (social media, web and layout design…);
• Fluent in English, French and Spanish, both spoken and written.

General professional experience
• Preferably 5 years of professional experience in the field of communication/knowledge management;

Specific professional experience
• At least 3 years of full-time relevant communications/knowledge management related work experience with CSOs and/or LAs, out of which at least 2 years of experience with projects aiming at strengthening capacities of CSOs and/or LAs networks (especially concerning communication flows downward and upward within the networks – from the regional/global levels to the local/constituencies level and back).
