VACANCY: DEPUTY PERMANENT SECRETARY - SUPPORT SERVICES (Re-advertisement)
A talented, proactive, self-driven and visionary leader is sought for the above position in the Ministry of Lands and Housing.
SALARY: F2 (P414, 768)
LEAVE: 30 working days per annum.
CONTRACT TERMS: 24-36 months
GRATUITY: 25 % of contract earnings
REQUIREMENTS;
To be considered for appointment candidates must have a Degree in Social Sciences or related field with 14 years relevant work experience, 2 of which must have been at managerial level. Master’s Degree will be an added advantage.
Main Purpose of the job
To coordinate the functions of Support Services and provide advice on appropriate strategies and policy issues in the Ministry of Lands and Housing. This would involve providing guidance, policy development and direction to the Departments and Units falling within the portfolio responsibilities.
Summary of duties
1. Reviews implementation of all policies within portfolio of responsibility and advises the Permanent Secretary accordingly.
2. Reviews the effectiveness of existing land policies, programs, strategies and procedures and considers proposals for improvements and makes inputs and endorses such proposals for presentation to the Permanent Secretary and the Minister for further reference to Cabinet.
3. Considers appeals and complaints referred to the Minister in respect of Land disputes, and makes recommendations to the Minister through the Permanent Secretary.
4. Evaluates extent to which projects and programs within Departments contribute to the Key Result Areas of the Ministry, and takes appropriate action.
5. Vets responses to Parliamentary questions relating to Departments within portfolio of responsibilities, to ensure that answers reflect the policies in force, take into account relevant factors, and properly address the questions.
6. Makes recommendations to the Permanent Secretary on deployment of staff, recruitment to fill vacancies, training plans for senior/middle management.
7. Prepares reports and answers on Audit and Public Accounts Committee matters relating to Departments
8. Carries out quarterly performance reviews for all Directors and any other officers falling within portfolio.
