DIRECTOR DEPARTMENT OF LANDS (Re-advertisement)
SALARY: E1 (P349, 704 – P363, 840 per annum)
LEAVE: 30 working days per annum.

QUALIFICATIONS: Degree in Land Management/ Economics/Estate Management or related fields.

EXPERIENCE: 16 years relevant work experience in the field of civil engineering, at least 2 of which should have been at senior management.
Main Purpose of the job
To provide leadership and guidance in the formulation, development and implementation of land policies.
Summary of duties
1. Provides leadership to all stakeholders on policies and procedures on land matters.
2. Provides professional advice and guidance to Land Boards on land assessment, acquisition, allocation and management
3. Coordinates the development of land policies, procedures and standards.
4. Initiates review of approved policies from time to time to determine their appropriateness and recommends necessary action to Permanent Secretary.
5. Formulates strategies for implementing land policy.
6. Coordinates and advices on the implementation, monitoring and evaluation of land policies.
7. Ensures that there is justice and fairness in land allocation through monitoring compliance to set standards.
8. Provides technical advice on all matters pertaining to land.
9. Coordinates all land related projects and programmes and assesses their environmental impact
10. Provides technical guidance for property valuation for all types of land.
11. Evaluates and review lease conditions for Government property
12. Establishes and maintain a comprehensive system of land inventory/records.
13. Develops and coordinates the implementation of land assessment and acquisition guidelines.
14. Determines rates and rentals as and when required for Tribal Land, Stateland and freehold land.
15. Advices on land acquisition for housing development and overall planning and development of infrastructure.
16. Manages Government estate e.g. offices and farms.
17. Monitors plot development in accordance with set standards.
18. Facilitates registration and protection of land rights throughout the country.
19. Undertakes research and investigations on land legislation and land tenure issues and policies
20. Approves the annual recurrent and development budget estimates of the Department.
21. Secures and determines the funds for land compensation.
22. Authorizes payment in the departments.
23. Updates self on new resources and methods in the civil engineering field
24. Participates in in-service training as part of professional development.
25. Keeps abreast of current trends in infrastructure development and design.
26. Liaises and networks with other civil engineering professionals.
27. Coordinates periodic review of staff performance for efficiency and effectiveness.
28. Determines the training and development needs of the Department and provides guidance to the Training Coordinator.
29. Identifies professional gaps amongst supervisees and recommends appropriate measures for their development.
30. Provides professional guidance and support to other officers
31. Mentors and coaches junior officers.
Undertakes any other related duties as assigned by management

1. Providing management expertise, effective work coordination, control, resource planning, accountability and supervision of all administration, technical and professional functions.
2. Representing Government on all land matters.
3. Ensuring proper administration of land by among others putting in place policies and programmes that recognize the need to cater for all forms of land use to ensure all natural resources are managed on a sustainable basis.
