Reporting hierarchically to the Field Manager and functionally to the Food Security and Livelihood Coordinator, will be responsible for coordinating the implementation of project activities of Food Security Western Bahr el Ghazal (Wau) and Warrap state (Luonyaker). Managing a team of project assistants and extension workers and work with local partners to ensure the successful implementation of projects focused on food security.

Context
Oxfam Intermón has been working in Greater Bahr el-Ghazal continuously since 2009. Main challenges in food security and livelihood matters remain the awareness of cultivation techniques, storage and marketing of produce, as well as access and existence of markets for farm inputs and outputs. Warrap in particular suffers from vulnerabilities associated with isolation, particularly during the rainy season. Successful cultivation is further hindered by unclear and inexistent regulation of land use, resulting in low-intensity, inter-communal conflict with occasional outbursts of violence.
Responsibilities of the position
Be in charge of implementing project activities of the IO program in Western Bahr el-Ghazal and Warrap state with a strong focus on Food Security and Livelihoodand associated activities in local peace building, rural economics and hygiene promotion
Ensure the internal coherence of the activities within the framework of a Food Security & Livelihoods program in Western Bahr e-Ghazal and Warrap State, in close coordination with the Field Manager.
Continually analyze achievements and develop appropriate action to achieve envisioned results
Manage local project staff (FSL assistants, Extension workers and Work Supervisors)
Lead intervention planning, execution and monitoring through planning workshops, the elaboration of annual, quarterly and monthly work plans with the concerned team, coordination with stakeholders in the field and day-to-day management of the implementation team
Together with local actors, government and communities, define election criteria and identify beneficiaries while ensuring community participation, gender awareness and the application of best practice in protection
Identify needs for staff training and organize or provide training accordingly
Coordinate project activities with line departments as well as the humanitarian and development community on state level through cluster meetings and individual consultations
Identify needs and trends pertaining to project implementation and requiring adaption of project activities and/or emergency response
Identify funding opportunities and draft effective proposals in collaboration with other actors in OI
Lead and supervise the collection of relevant project data, feeding into the projects MEAL system
Report project results effectively and convincingly and draft donor reports on the action implemented
Together with the logistic department, organize the purchase and the distribution of project inputs.
Requirements
2 years professional experience in the field with international NGO for food security, livelihood or rural development programs.
Experience in project cycle and team management.
Knowledge of the sustainable livelihoods approach required, experience in rural economic development, promoting market linkages ad value chains, local peace building and/or hygiene promotion desirable.
Diploma in agronomy, rural development, development studies, or similar.
Complementary training in humanitarian/development action desirable.
English fluent (spoken and written).
Working Conditions
Contract duration: 6 months
Annual Gross remuneration: 27.930,67 euros

Holidays: 27 working days per year 2014
