Purpose of the Position
Under the general supervision of the Procurement Manager, the incumbent will:
a) Carry out all procurement activities for supplies and services for a specific group of internal customers and/or product/service categories, from planning through to supplier performance management.
b) Manage and renew contracts for services related to fundraising, market research, corporate social responsibility, corporate screening, IT, finance, HR, building facilitates and management, and other areas as required by PFP Division and other UNICEF entities based in Geneva.
c) Support UNICEF National Committees in achieving effective and efficient supply/service solutions through procurement and contracting methods that deliver best value for money.

Key Expected Results
- Contribute to preparation of annual procurement strategy and plan. Work closely with customers to proactively manage
the sourcing of goods and services according to the plan. Ensure that replacement contracts are in place before current
contracts expire. - Effectively manage ongoing long term contracts for provision of goods and services to ensure that suppliers
performance is within stated service levels. Proactively initiate renewal of contracts before their expiry. - Receive and review requisitions for clarity, adequacy of specifications and completeness, and obtains additional
information if necessary. - Compile lists of possible sources of procurement, requests quotations, proposals or bids from suppliers, and tabulates
results in a bid comparison matrix. Management of bidding process using UNICEF web bidding tool, and orienting
suppliers on the use of the tool. - Provide guidance and support to UNICEF National Committees in effective and efficient procurement and contracting
methods. - Stay aware of market trends related to the goods and services under the responsibility of the position, and ensure that
contracts with long term suppliers are regularly reviewed to ensure that UNICEF is benefitting from latest developments in
the field and receiving maximum value for money. - Prepare CRC submissions for orders above the CRC threshold and presents the cases to the CRC committee to
review and approval. - Assist in the identification of new suppliers and participate in new supplier evaluations where necessary - which may
involve travel to supplier locations/sites. - Carry out other procurement related tasks as requested by the Chief of Procurement.
Qualifications of Successful Candidate
- An advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is
required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree.*
*A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree (Master's). - A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other directly-related technical fields is required.
- Knowledge of related goods and services in European markets is considered an asset.
- Previous hands-on experience with management of outsourced service contracts is considered an asset.
- Fluency in English (verbal and written) is required. Working-level knowledge of French is highly desirable. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
