JOB CONTEXT
In 2010, HI started the four-year project “Multi-Stakeholder Initiative (MSI) to improve access to rehabilitation services in Kurdistan Region”. This pilot initiative, whose first phase ended at the end of 2013, will now enter into its second 4-year phase, while expanding its geographical coverage to the three Southern Governorates of Kirkouk, Missan and Basrah.
The Iraq mission of HI is currently entering a highly dynamic phase, with the launch of several new initiatives building on previous actions. Since early 2014 the mission has also extended its scope to emergency projects in order to support the Syrian Refugees and the Internal Displaced People from Central Iraqi Regions. The projects mentioned in this job description constitute the backbone of HI intervention in Iraq. They support the medium to long term strategy and vision of HI in the country as well as they provide the basis for the emergency response. HI is also currently planning the next phase of its conventional mine risk education program in Kurdistan and Southern Iraq, building on results achieved over the past several years.
JOB ENVIRONMENT
Despite the ongoing crisis in central and south regions of Iraq and the conflicts in the Middle East, the security in Iraqi Kurdish Region, and more specifically in Erbil where HI team is based, has remained good. In Erbil, since the past tensions due to parliamentary elections (September 2013) the situation is calm, the living conditions are very good with little restrictions. Numerous international NGOs are based in Erbil with which HI team has excellent relationships. Iraqi/Kurdish are very welcoming and life for foreigners is quite comfortable but expensive. The guest house and office are located in the Christian neighbourhood of Ainkawa where all services are available as well as some nice outdoor restaurants. Expect minimum standards of respect and adaptation to the local culture and traditions. The post will involve travel in the 3 governorates of Iraqi Kurdistan Region. Later on, from January 2015 if the security conditions will allow it, the Project team is also expected to travel to southern regions of Iraq (Missan and Basrah) where some of the activities of the project take place.
JOB DESCRIPTION
Based in Erbil (Kurdistan Region, North Iraq), under the supervision of the Head of Mission (HoM) in Iraq and in functional link with the Regional Projects Coordinator (RPC), the Rehabilitation and Inclusion Projects Coordinator will be responsible, during his/her contract’s duration, for the successful and optimal implementation of the two following projects:
- “Mobilising local communities and stakeholders to improve access for persons with disabilities in Iraqi Kurdistan” funded by the Luxemburg MoFA for a period of 48 months;
- “Towards a greater participation of persons with disabilities and their representative organisations in Iraq’s development process” funded by the European Commission for a period of 36 months;
He/she manages between 5 and 7 people based in different areas of intervention, as well as the partnerships with 2 local NGOs working in the field of disability which are implementing partners.
Within the Regional Programme Office, s/he will work closely with the Regional Coordination Team, composed of the Regional Programme Director (RPD), the Regional Operations Coordinator (ROC), the Finance/Admin Regional Coordinator (FARC) and the Regional Technical Unit Coordinator (RTUC). Besides, a position of Regional Projects Coordinator (RPC) was created in 2013.
Main responsibilities are:
- Project management and coordination
- Develop and support a network of relevant stakeholders (DPOs, authorities, service providers of the 6 targeted governorates) related to the access to rights and services of people with disabilities, especially in the rehabilitation field.
- Monitoring and reporting
- Budget, administration and logistics management
- Human resources management
- Contribution to Iraq mission development
The Rehabilitation and Inclusion Projects Coordinator will be expected to bring a strategic approach to this position, through ongoing assessment of the contextual situation and by leading necessary adaptations to the project implementation strategy. The Rehabilitation and Inclusion Projects Coordinator will also be expected to contribute to the identification of strategic priorities for HI’s broader intervention in Iraq, and the development of new project and programming ideas.

CANDIDATE PROFILE
The Rehabilitation and Inclusion Projects Coordinator is not expected to have an expertise in the area of rehabilitation or on specific themes relating to the inclusion of persons with disabilities, however previous experience working on disability related issues would be a significant asset for this position.
You have:
- Advanced degree in relevant matter (social policies, international development
- Minimum 5 years of experience in advanced managerial positions with strong experience in project programming, planning, reporting, Monitoring & Evaluation
- Minimum 1 year of experience overseas in development and post crisis environment
- Dynamic partnership management & strong capacities in coordination of multi-actors interventions
- Experienced in working in insecurity contexts: capacity to work under stress and to travel to unstable environments
REQUIRED LANGUAGE SKILLS: Excellent written and spoken English
EMPLOYMENT CONDITIONS
Salary: 2300-2500 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance.
