IRC's Child and Youth Protection and Development (CYPD) technical unit is updating its proposal development consultant roster and is seeking individuals interested in acting as Team Leader on competitive proposals for institutional donor funding opportunities – primarily USAID, U.S. Department of State, U.S. Department of Labor, DFID, and UN agencies. Individuals should be able to demonstrate experience supporting proposal development processes within post-crisis and less developed country contexts. Experience leading proposals in child and youth programming, particularly education, economic empowerment, protection, and early childhood development is favorable, though not required.
Team Leaders must be able to travel and be comfortable working in less developed and post-crisis settings. Team Leaders must work with IRC staff both in-country and remotely to: manage and coordinate all aspects of the proposal development process toward ensuring responsiveness to donor technical and cost proposal requirements; effectively engage relevant IRC personnel/departments throughout the proposal development process and provide regular status updates to relevant parties; collaborate on – and lead, as necessary – program design strategy sessions, conduct research on topics pertinent to program design, assess local partners, manage partnership negotiations, coordinate required inputs from partner organizations, as well as lead and coordinate other proposal management activities, as required.
An Ideal consultant will have:
- A Master's degree or higher degree in topics pertinent to international humanitarian aid and development program foci, e.g. protection, education, economic development, health, civil society, etc.;
- 5 years related work experience, at least 3 years field experience;
- Extensive experience with program design, including logframes and budgeting;
- Experience negotiating agreements with local and international partners, including private sector actors and financial service providers;
- High-level skills using Microsoft Office software, particularly Word and Excel;
- Demonstrated track record developing winning proposals;
- Samples of comprehensive program proposals ; and
- Fluency in English. Working proficiency in another language, especially French and/or Arabic, will be viewed favorably
