The role
The Transport Sector Support Program – Phase 2 (VTSSP2) is an Australian Government aid initiative working with the Public Works Department to maintain rural roads with a view to stimulating economic development and increasing access to social services. SMEC is the managing contractor responsible for implementing phase 2 of the Program. SMEC is seeking expressions of interest from consultants that can be quickly mobilised for short-term inputs for this program.
Relevant categories for expressions of interest on the VTSSP2 program are:
Category 1 Land Transport Sector Reform: Public sector reform, land transport governance, decentralisation, road sector master planning, road sector financing and policy determination, legislative and regulatory reform, risk management and program review.
Category 2 Civil Engineering:
2a Public Sector Asset Management: Road asset management systems, water utilities asset management, remote airfields asset management, GIS mapping and data management systems, cost recovery and performance management systems.2b Rural road management, design and supervision: Structures and pavement design, construction supervision, intermediate technologies, civil works supervision, low cost pavement and structures solutions, climate change adaptation, technical manuals and procedures drafting, quarry management and oversight, site quality control and field materials testing.2c Small scale contractor development: Community liaison, contracting and social empowerment, SME development, LBAT works oversight and training.2d Safeguards mainstreaming and oversight: Stakeholder consultation, community liaison and communication, Gender equity, transparency, HIV/AIDs, environmental protection, accessibility, road safety etc.
Category 3 Plant and Equipment Management and Maintenance:
3a Public Sector Reform and corporatisation: High level strategic expertise in plant and equipment decentralisation, corporatisation, commercialisation, PPP's and privatisation.3b Heavy Plant Operational management and Maintenance P&E operations management, workshop management and equipment repair, mechanic and operator training, stores and inventory management, parts and equipment procurement.3c Light Plant and Equipment Hire, Management and Maintenance: Small/medium size plant hire enterprise development, light equipment management systems, curriculum development and training in operation and maintenance.
Category 4 Public Sector Organisational Development & Administration: MIS system development and maintenance, IT training delivery, network management and maintenance, corporate and organisational communication protocols and procedures, performance management, change management, mentoring, management and administration training delivery, financial management and audit.
