Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Effectiveness Evaluation Section is located within the Office of the Deputy Director General and provides independent quality control evaluations of the results of safeguards implementation and evaluation activities. The Section assesses the effectiveness of safeguards implementation in meeting safeguards objectives by determining whether safeguards verification, analysis and evaluation activities have been carried out effectively. This assessment increases assurance as to the correctness of the IAEA's findings and conclusions with respect to a State. The Section also prepares the annual Safeguards Implementation Report, which informs the Board of Governors about the Secretariat's safeguards conclusions and the safeguards implemented to reach those conclusions. |
Main purpose |
Reporting to the Section Head and providing matrix support to the Team Leaders, the Safeguards Evaluator assesses the effectiveness of safeguards implementation activities. He/she also develops, improves, and coordinates implementation of new methods for evaluating safeguards implementation related to State evaluations, annual implementation plans, material balance area evaluations, anomalies, safeguards verification activities and safeguards verification measures. He/she provides expert advice for various Departmental sub-committees and working groups. |
Role |
The Safeguards Evaluator is: (1) an evaluator of the effectiveness of safeguards implementation; (2) adeveloper of improved safeguards implementation evaluation methods; and (3) a coordinator of evaluation activities involving staff from SEE and other components of the Department. |
Partnerships |
The Safeguards Evaluator interacts with inspectors at the Facility Officer, Country Officer and Senior Inspector levels, with other Agency technical staff in SGIM, SGTS and SGAS and with Representatives of States to clarify how safeguards activities were performed, communicate the evaluation results and discuss any follow-up actions. The Safeguards Evaluator works closely with SEE's Evaluation Assistants. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 435*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
