Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Effectiveness Evaluation Section is located within the Office of the Deputy Director General and provides independent quality control evaluations of the results of safeguards implementation and evaluation activities. The Section assesses the effectiveness of safeguards implementation in meeting safeguards objectives by determining whether safeguards verification, analysis and evaluation activities have been carried out effectively. This assessment increases assurance as to the correctness of the IAEA's findings and conclusions with respect to a State. The Section also prepares the annual Safeguards Implementation Report, which informs the Board of Governors about the Secretariat's safeguards conclusions and the safeguards implemented to reach those conclusions.

Main purpose

Reporting to the Section Head and providing matrix support to the Team Leaders, the Safeguards Evaluator assesses the effectiveness of safeguards implementation activities. He/she also develops, improves, and coordinates implementation of new methods for evaluating safeguards implementation related to State evaluations, annual implementation plans, material balance area evaluations, anomalies, safeguards verification activities and safeguards verification measures. He/she provides expert advice for various Departmental sub-committees and working groups.

Role

The Safeguards Evaluator is: (1) an evaluator of the effectiveness of safeguards implementation; (2) adeveloper of improved safeguards implementation evaluation methods; and (3) a coordinator of evaluation activities involving staff from SEE and other components of the Department.

Partnerships

The Safeguards Evaluator interacts with inspectors at the Facility Officer, Country Officer and Senior Inspector levels, with other Agency technical staff in SGIM, SGTS and SGAS and with Representatives of States to clarify how safeguards activities were performed, communicate the evaluation results and discuss any follow-up actions. The Safeguards Evaluator works closely with SEE's Evaluation Assistants.

Functions / Key Results Expected

  • Evaluate safeguards implementation activities and measures.
  • Evaluate the attainment of safeguards objectives.
  • Communicate evaluation results to the appropriate component of the Department and discuss as necessary.
  • Prepare a status report for each assigned State, combining the facility-level and State-level evaluation results. Prepare a report for consideration during the evaluation of the State.
  • Develop and improve evaluation methods.
  • Participate in Departmental subcommittees and working groups.
  • Review State Evaluation Reports, State-level approaches, annual implementation plans and other technical documents and provide input to the SEE representative to the relevant committees.
  • Carry out in-field verification activities as approved by the Section Head.
  • Perform other responsibilities as requested by the Section Head.

Knowledge, Skills and Abilities

  • Team leadership: Ability to lead and motivate others.
  • Technical expertise:
    • Solid scientific/technical background in the nuclear fuel cycle;
    • Practical knowledge of policies, procedures and performance targets used in the implementation of Agency safeguards.
  • Analytical skills: Strong ability to analyse information, including the ability to understand complex problems and draw appropriate conclusions.
  • Initiative: Ability to take initiative and make appropriate decisions.
  • Results oriented: Strong focus on achieving results, whether working independently or as a member of a team.
  • Interpersonal skills: Excellent interpersonal skills and ability to establish and maintain effective working relations in a multicultural environment with sensitivity and respect for diversity.
  • Communication skills: Demonstrated ability to write clear and concise reports, policies and procedures and to give effective presentations.

Education, Experience and Language Skills

  • Advanced university degree, or equivalent experience, in physics, chemistry, engineering, or a related technical discipline.
  • Minimum of 7 years of working experience in the nuclear fuel cycle industry, regulations, or research with practical experience in the development and application of safeguards procedures in the nuclear fuel cycle.
  • Solid technical background in the field of nuclear technology.
  • Experience in information analysis.
  • Experience in the implementation of quality management systems is desirable.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is desirable.
NOTE: The incumbent of the post will be considered to be a radiation worker and will be subject to an appropriate programme of physical and special medical surveillance arranged by the IAEA.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 435*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
