PCI’s Botswana Tsela Kgopo OVC and Gender Project, funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), will improve the quality of life of OVC and their parents/caregivers and improve gender-based responses and programming in HIV/AIDS activities in Botswana over a five year period of June 13, 2011 to June 12, 2016. PCI/Botswana will achieve this in close partnership with 10 local NGO implementing organizations the Government of Botswana (GOB); and a diverse array of community and private sector organizations.
The project operates in Central, Kweneng, Southern, Southeast, Chobe, Francistown, Northwest, Ghanzi, and Kgalagadi Districts while helping to catalyse enhancements in other districts through national initiatives. The program will serve a total of 18,922 persons directly and an additional 25,000 persons indirectly. The project is designed to achieve the following four objectives:
· Objective 1: Livelihoods of households for vulnerable adolescents, especially girls and vulnerable women, improved
· Objective 2: Developmental interventions for vulnerable children and adolescents improved
· Objective 3: Risk of neglect, exploitation and abuse of vulnerable children, adolescents and women reduced
· Objective 4: Development, implementation and coordination of national frameworks and policies that address the needs of children and women improved
II. OBJECTIVE & SCOPE OF REVIEW
PCI is seeking a consultant to lead a Mid-term Review (MTR) with the following objectives:
a) Assess project progress to date against established targets.
b) Evaluate the adequacy, effectiveness and efficiency of the key activities that have been implemented in order to achieve project objectives.
c) Identify lessons learned, challenges and unanticipated effects.
d) Identify enablers and constraints to progress (both internal and external factors) that have supported or limited success of the project.
e) Identify progress in sustainability of the project.
f) Make recommendations for mid-course corrections to address the evaluation findings as per a – e above in order to ensure the achievement of project objectives, maximize the efficiency of implementation and achieve sustainability.
g) Make recommendations for areas of focus for the final evaluation based on MTR findings, including reviewing and strengthening data collection systems and metrics in preparation for the final evaluation.
The evaluator is expected to employ a participatory approach that emphasizes learning and use of data for decision-making. PCI anticipates that the evaluator will work in close collaboration with PCI staff, and NGO Implementing Partners representatives and other key stakeholders in the review.
III. DELIVERABLES
The consultant should deliver the following products:
- MTR Implementation Plan (framework, methodology, data collection tools, analysis plan, report outline)
- Draft MTR Report
- MTR Report
- Presentation of key findings
It is expected that the consultant will incorporate the feedback of PCI and other stakeholders into each of the above products.
IV. ESTIMATED TIMELINE
The consultancy is expected to begin on or about 5th May, 2014 (with field work beginning no earlier than 12thMay, 2014) and conclude on or about 15 June, 2014. The total estimated number of days for executing the responsibilities of the consultancy is 32 days.
V. QUALIFICATIONS
· Academic background in social sciences, health sciences or related field with a minimum of Masters Degree
· Extensive experience in leading project evaluations using a range of qualitative data collection and analysis methods
· Experience in leading evaluations in the areas of international development/public health with specific experience evaluation of OVC programs
· Experience in the evaluation of projects funded by the U.S. government/ PEFPAR preferred
· Knowledge of Botswana national legislation relating to health
· Strong analytical and writing skills in English
· Demonstrable capacity to deliver high quality outputs within the proposed timeframe
· Verbal and written fluency in English; knowledge of Setswana will be an added advantage. Professional experience conducting evaluations in Africa, with experience in Botswana strongly preferred
· Ability to travel throughout Botswana during the proposed review timeline
