The International Livestock Research Institute (ILRI) works with partners worldwide to enhance livestock pathways out of poverty, principally in sub-Saharan Africa and Asia. The World Agroforestry Centre (ICRAF) is dedicated to generating and applying the best available knowledge to stimulate agricultural growth, raise farmers’ incomes, and protect the environment.
ILRI & ICRAF are currently seeking a dynamic person for the position of Head of Information and Communication Technology. This role is critical for the success of ILRI and ICRAF and will guide ILRI’s and ICRAF’s strategic and operational engagement. The position holder will spend 50% of their time at ICRAF, 35% at the ILRI Kenya campus and 15% at the ILRI Ethiopia campus and visit regional offices when required. The job holder will lead the overall ICT function for ILRI and ICRAF which will occasionally have different priorities and requirements.
In terms of specific responsibilities, the Head of Information and Communication Technology will make decisions on ICT infrastructure, services and operations worldwide for the two organisations, ILRI and ICRAF; Build relationships throughout the two organisations to ensure that they understand the business strategies and project requirements so as to provide the most effective services for their needs; Build relationships within the other CGIAR Centres to take advantage of shared ICT services and innovations made at the CGIAR level or by other Centres; Establish and maintain relationships with external service providers and suppliers and other local and international organisations to better understand the ICT environment that we work in and to build partnerships with these groups to enhance the services offered; Plan, mobilise and manage ICT operating budgets of ICRAF and ILRI that total over $3,000,000; Implement enterprise resource planning (ERP), content management and document management systems; Develop investment plans for ICT projects and for both replacement and new equipment; Implement a fair and transparent means of full cost recovery to cover all operational and capital investments made by the institutes in ICT Services; Negotiate with service providers and suppliers to obtain the best value for money for the services obtained; Provide overall management for the staff and resources of the common service Unit providing ICT Services to ICRAF and ILRI.
Essential Requirements
At least 12-15 years of work experience in an IT/ICT service environment; At least 7 years of relevant ICT management experience in a comparable organisation; Knowledge of, and experience in, ICT industry-related standards (project management, software development and service management methodologies); Proven experience in developing policies and strategies at corporate level; Good organisational skills, including the ability to manage priorities and work against tight deadlines within a rapidly evolving work situation; Ability to proactively adopt a strategic and creative approach and apply a results-based approach to quality management standards; Possess an in-depth knowledge of system analysis and design, and a solid understanding of all aspects of ICT infrastructure technology (particularly networks), software engineering processes, current industry best practices and ICT technology trends; Experience in implementing enterprise resource planning (ERP) systems, including content management and document management systems; Ability to conceptualize potential ICT-related impacts in terms of business/operational needs, particularly regarding IT enterprise architecture and systems built on Microsoft technologies; Experience in a shared service environment balancing the needs of diverse stakeholders or working with multiple bosses; Experience in working with a range of stakeholders in developing and developed countries; Excellent managerial and interpersonal skills to establish and maintain effective working relations with colleagues and business users.
